The special interest is focused on the economic performance of regional clusters in the Croatian economy. The main research question is: what characterises regional clusters in EU 27 and Croatia, and what are the main tendencies in cluster development? The cluster survey in this paper is focused on (i) the size and nature of the cluster, (ii) and which industrial activities in the clusters are performed. The purpose of this research is to analyse the importance of clusters and their influence on employment growth. The analysis is based on the theoretical framework of the cluster development and experiences in some old and new EU countries. The research shows that clusters in EU 27 and Croatia differ in many dimensions: the point they arise, the type of products and services they produce, their stage of development, and the business environment that surrounds them. The analysis of European regional clusters shows that most of European clusters are rather young. A large majority of them were created after 1970 and the development of regional clusters in Croatia begun even later. Namely, expansion of Croatian regional clusters mainly started after year 2005. The innovative activity of European clusters is relatively concentrated in few areas in Europe (West Germany and most regions of Austria, the North and East of France, the South-east part of United Kingdom, the Netherlands and in some Scandinavian countries, mostly in Sweden). Our research selected the most dominated clusters in EU-27 and Croatia: the agricultural products cluster, the construction cluster, the IT cluster, the tourism and hospitality cluster and the transportation and logistics cluster. The investigation confirms that in the agricultural products cluster the highest number of employees has the region of the Mediterranean Spain, and in the construction cluster, the IT cluster, the tourism and hospitality cluster and the transportation and logistics cluster has Italy. Majority of clusters in Croatia function in manufacturing and agriculture sector, have more than 500 employees (40% of all), mainly are financed by membership (68%), and produce for Croatian market (72%).

Book excerpt: This report finds that the lack of regional specialisation might be an important factor explaining the European competitiveness gap with leading global peers. The report presents the first systematic mapping and analysis of regional clusters across the EU-10. It describes the differences in regional specialisation across 38 cluster categories, the changes that have occurred in cluster specialisation patterns in the last few years, and the nature of the leading locations across individual cluster categories. The cluster sector gained a total of 1 million jobs between 2000 and 2004, an increase of about 10 per cent. Overall, the regional clusters account for almost two thirds of total employment in the cluster sector across the 10 new Member States. In recent years, strong clusters have emerged, such as in the automotive industry, but some other sectors lost economic importance (eg footwear). The figures in the report suggest that the economies of the EU-10 countries are still undergoing an intense structural change.

In the immediate response to the pandemic, they have provided a vital collaborative bridge between business and policy makers in regions across Europe. This has helped cope with supply chain disruptions and develop new production capacities such as in the manufacturing of Personal Protective Equipment (PPE). Moreover, regional cluster dynamics have been amplified at EU level by leveraging the European Cluster Collaboration Platform (ECCP) and European Cluster Alliance (ECA), for example organising matchmaking events on vaccine production and regular meetings to share strategic intelligence for example on microelectronics, raw materials or wood. Building a robust recovery from the crisis will require sophisticated collaboration across the triple helix of business, research and government, both within and between clusters. The focus of this European Cluster Panorama report is the presence of clusters in Europe and the roles they play in fostering resilient, green and digital industrial ecosystems. It is based on comprehensive new data that can be navigated through the ECCP's mapping tool. A key novelty is that it brings together, for the first time, statistical data on the regional clustering of economic activity in 88 standard sectors from Eurostat and 14 industrial ecosystems as indicated in the updating of EU industrial strategy, with detailed data on the presence and key characteristics of cluster organisations.

Book excerpt: Nowadays, globalization, technological innovation, migration and population ageing, make it increasingly difficult to predict the future of regions. Identifying the key problems that regions face and considering how these findings could be effectively used as a basis for planning region's improvement, are essential in order to improve the conditions in the European Union regions. Measuring the development of a region means going beyond a purely economic description of human activities and integrate economic, social and environmental concerns. Working in this context, we have so far defined a variable which is called the Image of a region and expresses its power to attract both economic activities and the right blend of people to run them. The regions' Image is a function of a multitude of factors physical, economic, social and environmental, some common for all potential movers and some specific for particular groups of them. In some earlier works in this area, we have classified the 27 EU countries according to their economic, social and environmental characteristics in 3, 2 and 3 clusters respectively. By estimating the Image of every cluster member we have defined the country which could be characterized as the leader of the cluster and serve as a benchmark for the others. As the "region" is in the center of interest of the seventh European Framework Program (FP7), in this study we are going one step further and we focus on the regions of the 27 EU countries. More specifically, our objective is to estimate the Basic Image values for selected EU regions and then group them into clusters on the basis of the same characteristics used in country level, namely their Economic and Social Indicators. Preliminary results show that the regions of a given country may be allocated to different clusters. The final results will be presented and critically discussed.

Starting from an overview of industrial clusters in the EU, in which we highlight the strengths and weaknesses of agglomerations of firms, we empirically investigate how cluster and regional characteristics influence R&D investment and innovation output and the role they play in fostering economic cohesion. We find that the presence and size of clusters significantly enhance regional innovation in Europe; however, the industry in which regions specialize matters. In particular, specialization in medium-high and high-technology clusters seems to create a better environment for innovation and R&D. Finally, the presence of clusters in a region is positively associated with higher levels of employment.
