Since then, the 'sustaining peace' agenda has gradually become the core strategy of the peace cause of the UN. The agenda for sustaining peace emphasizes capacity-building for conflict prevention at the regional level.Faced with the escalation of the international security challenge, regional organizations are increasingly playing a prominent role. They have become important participants in the international peace and security agenda by enhancing cooperation with the UN. The Association of Southeast Asian Nations (ASEAN), as the centre of regional cooperation processes in the Asia-Pacific, established a series of norms and instruments related to conflict prevention. Book excerpt: In East Asia, the United States is often acknowledged as a key determinant of stability given its military presence and role as a security guarantor. In the post-Cold War period, regional uncertainties about the potential dangers attending a rising China have led some analysts to conclude that almost all Southeast Asian states now see the United States as the critical balancing force. In contrast, based on case studies of Thailand, Singapore, and Vietnam, this study argues that key states in the region do not perceive themselves as having the stark choices of either balancing against or bandwagoning with China. Instead, they pursue hedging strategies that comprise three elements: indirect balancing, which mainly involves persuading the United States to act as counterweight to Chinese regional influence; complex engagement of China at the political, economic, and strategic levels, with the hope that Chinese leaders may be socialized into conduct that abides by international norms; and a more general policy of enmeshing a number of regional great powers in order to give them a stake in a stable regional order. The study also investigates each state?s perceptions of the American role in regional security and discusses how they operationalize their hedging policies against a potential U.S. drawdown in the region, as well as the different degrees to which they use their relationships with the United States as a hedge against potential Chinese domination. Finally, it discusses these states? expectations of what the United States should do to help in their hedging strategies toward China, suggesting a range of policies that span the military as well as political, diplomatic, and economic realms. This is the sixteenth publication in Policy Studies, a peer-reviewed East-West Center Washington series that presents scholarly analysis of key contemporary domestic and international political, economic, and strategic issues affecting Asia in a policy relevant manner.

Part I of the book concentrates on ASEAN's dispute management mechanism and applies Robert Fritz's theory of structural dynamics. It introduces the main structural factors influencing the organization's dispute management system and identifies avoidance and consensus building as the two central procedures. ASEAN's oscillation between success and failure is also discussed by identifying the root causes underlying the structural instability. How to overcome ASEAN's internal organization conflicts leading to oscillation through structural dynamics is also discussed. This section concludes by presenting a general overview of ASEAN's role in dealing with regional conflict through preventive diplomacy and possibly peace-building. Part II concentrates on socio-economic development and trade, providing an overview of socio-economic development in the region, as well as some important intra-regional trade barriers. It applies structural dynamics to the problem of economic and trade oscillation in ASEAN. Based on ASEAN's official goal of creating a socio-cultural community, Part III of the book tackles the structural conflicts present due to the region's diverse socio-cultural makeup. Her discussion of the roles for track two talks--socializing elites, making others' ideas one's own, and turning ideas into policies--would be useful in any negotiation course. With respect to work in the two regions, Kaye speaks insightfully of projects under way: their potential, constraints, and the role of the regional environment. Her suggestion that each region may learn from the tribulation of the other is arguably thoughtful. Her suggestions for improvement--expand the types of participants, create institutional support and mentors, and localize the dialogues--deserve further study.
