Nowhere is this more evident than around the Mediterranean Sea, which has progressively returned as a region of global strategic interest where political tensions, armed conflict, economic and social instability and transnational criminal networks demand solutions that cross traditional institutional boundaries of domestic and international policy-making. The geo-political situation on the southern coast of the Mediterranean has radically changed and new challenges have emerged for the European Union, United States, and beyond. Long-lasting issues such as the Israeli-Palestinian conflict, or the tensions between Turkey and Greece, continue to be present, but new destabilising factors have emerged in the region following the Arab spring of 2011. The US, EU and NATO continue to maintain a significant military presence in and around the Mediterranean, but military capabilities must be nested within a whole-of-government, international approach. The challenges in this region demand unprecedented levels of civil-military and intergovernmental cooperation. In this context, RAND established the Mediterranean Foresight Forum (MFF) in 2015 to support the development of comprehensive, integrated civil-military responses to complex regional challenges through an innovative combination of research, scenario-based sensitivity analysis and strategic-level exercises"--Publisher's web site.

Moreover, we will participate in shaping benevolent outcomes there with our allies and partners. Indeed, the United States cannot do otherwise since the multiple challenges to regional security in that area are so diverse and numerous. For these reasons, we must engage our allies and partners in an ongoing dialogue over the nature of security challenges, their perceptions of them, and the most effective ways to address them. The papers included in this volume represent just such an effort to lay a firmer foundation for this continuing dialogue and to bring together different points of view. In October 1998, the Strategic Studies Institute, assisted by Pepperdine University, assembled a distinguished group of analysts from the United States, Europe, and the Middle East, in Florence, Italy. At a conference titled "Mediterranean Security into the Coming Millennium," the task of the participants was to address current regional security issues in the Balkans, Middle East, and the Aegean, as well as the perceptions of the individual states, the relevant security organizations, NATO and the European Union, and the players and major external actors like the United States and Russia. These papers cover the many areas discussed at the conference and should advance the debate on Mediterranean security both in the United States and abroad. In addition to increased natural disasters, climate change also will exacerbate the region's economic vulnerabilities stemming from resource scarcity, heat stress, and impacts on tourism. With increased stress on populations in the region, climate pressures have the potential to indirectly exacerbate violent conflict. The Mediterranean should not be making these efforts alone as economic and geopolitical stressors cause cross-border instability, a strong motivator for the region and partners to deliberately address climate adaptation in tandem.

The first part, "Human Security Threats in the Atlantic Basin," seeks to bring a new understanding on classical concepts and threats to human security. From drug traffic to energy security, from the northern Mediterranean to the connection between fragile states and terrorism, we examine the different realities and answers across the Atlantic and its four continents. However, there are new and intensive challenges to human security that could be left aside, and those are integrated on the second part of the volume. The most poignant are the migratory flows that course through this region, in several dimensions. In the final part of the volume, the authors focus on the possibility of "Forging Human Security Networks" within the Atlantic Basin. The main actors of the region have already developed several tools to deal with the threats and challenges concerning human security. Do they or could they cooperate more and better?
