It concludes that the EU’s democratization role in this region was, not surprisingly, weak within this time period. However, this weak role only took shape under four domestic and transnational conditions: (a) a higher cost-benefit balance of rule transfer, (b) a lower structural difficulty a given country would need to overcome on its way towards a democratic regime, (c) increased levels of authority distribution across branches of power, and (d) a higher extent of democratic diffusion resulting from regional interactions. In those countries where these domestic and transnational conditions were present, as in Moldova, Ukraine, and Georgia, the EU’s democratizing influence was in causal terms only the tip of the iceberg. Most variation in regime dynamics remains to be explained by domestic and transnational contexts.

Book excerpt: Since the launch of its European Neighbourhood Policy (ENP) in 2003, the European Union has become the biggest trading partner of most of the states in the region, embarked on association and free-trade talks, deployed crisis management operations, and offered visa facilitation and visa-free dialogues. But the EU has not succeeded in turning this presence into power. In fact, as the EU has become more involved in the eastern neighbourhood, its ability to influence political developments in the region has stagnated at best. With the exception of Moldova, all of the EU's eastern neighbours have gone in the wrong direction in the last few years. Behind the EU's failure to turn presence into power in the eastern neighbourhood lie three structural trends: the increasingly authoritarian and semi-authoritarian regimes in most of the neighbourhood states; the emergence of a multi-polar world that allows countries in the neighbourhood to play "neo-Titoist" games of balancing between external actors; and the EU's own limited commitment to the ENP. The EU should continue to increase its own visibility and outreach with the public, business interests and state institutions in the eastern neighbourhood. However, it should not rely on soft power alone. Instead, it should also aim to develop a more transactional relationship with its eastern neighbours--in other words, to decide what its interests are, be less diplomatic with interlocutors and set tough conditions on issues such as visa liberalisation

Rule enforcement is happening despite the presence of domestic veto players who favour the status quo, the lack of EU membership perspective and the presence of Russia as an alternative governance provider. Using Ukraine as a primary case study, this book examines why convergence with transnational market rules varies across different policy sectors within the Eastern neighbourhood countries. It analyzes the drivers of regulatory change and explores the conditions under which post-Soviet economies integrate with international markets. In doing so, it argues that the impetus for regulatory change in the Eastern neighbourhood lies in specific strategies of domestic empowerment applied by external actors. Furthermore, through the study of the impact of Western and Russian transnational actors, the book concludes that Russia’s presence does not necessarily hinder the integration of the EU’s Eastern neighbours with international markets. Instead, Russia both weakens and strengthens domestic support for convergence with transnational market rules in the region. In order to understand the complexity and limitations of the EU framework under the European Neighbourhood Policy (ENP) and the Eastern Partnership Initiative (EaP) – that is, to consider the interface between policy instruments, institutional structures, and multiple agents – one needs to adopt an original analytical perspective of practices to comprehensively assess the policies' outcomes. This volume therefore offers an examination of social practices as implemented through the use of policy instruments and subsequently embedded into the existing/emergent social structures which shape and determine the EU-neighbours' relations. To gauge success of the ENP in the eastern region, the manuscript pulls together a rich collection of geographical and thematic case-studies, joined by the overarching conceptual framework of practices. This study's principal aims are to discern patterns of social practices which guide agents' interactions in different policy areas; to explore the origin and effect of these practices (the role of dominant discourses, logistical imbalances, deliberate strategies, etc.); and to explicate the nature of the emerging social structures being established in the eastern region. This approach is distinctive from other constructivist undertakings as it allows to synergise the meanings of social actions (through the focus on agents and instruments), and their structural extensions (through the focus on emergent structures) across geo- and bio-political localities of the EU and its eastern neighbourhood.
