Book excerpt: Cet ouvrage, issu d'un colloque international qui s'est déroulé en Russie centrale, propose une comparaison du système fiscal d'Allemagne, de France, d'Italie et de Russie à partir des trois domaines du fédéralisme fiscal, de la réforme fiscale, et de l'interventionnisme fiscal. Il croise les regards de juristes, d'économistes, de sociologues et d'historiens, en réunissant les contributions de spécialistes des quatre pays. Dans le contexte de la reconfiguration politique du fédéralisme, la théorie et les pratiques du fédéralisme fiscal sont à revisiter. Au regard de l'enjeu crucial du fédéralisme fiscal et financier, la comparaison est donc particulièrement intéressante, d'autant que l'Allemagne n'a pas achevé d'assumer financièrement l'intégration des Länder de l'Est, l'Italie voit le pouvoir de ses régions fortement renforcé par la réforme constitutionnelle de 2001 qui pose la question d'une évolution vers le fédéralisme, la Russie hésite toujours sur le contenu effectif de son fédéralisme. La question de la réforme du système fiscal est traitée par une approche sociologique du problème du changement de politique de l'Etat fiscal, nourrie du cas français et de nombreux autres travaux, puis par une approche historique de la délicate prise en compte du facteur social dans le système fiscal russe, et par une étude de la récente réforme fiscale italienne relative à l'imposition des dividendes. L'interventionnisme fiscal fait enfin l'objet de plusieurs études pour en dessiner le cadre théorique à travers les enjeux de la dépense fiscale, pour rendre compte de la politique fiscale française en faveur des territoires fragiles, pour évaluer l'impact des avantages fiscaux accordés dans les " Oblasts " (" régions ") russes, pour décrire la relation entre l'innovation, la création d'entreprise, et l'outil juridique et fiscal, pour analyser, en droit communautaire, la compatibilité des aides fiscales nationales au sein de l'Union européenne.

Book excerpt: Despite the recent proliferation of literature on nationalism and on social policy, relatively little has been written to analyse the possible interaction between the two. Scholars interested in social citizenship have indirectly dealt with the interaction between national identity and social programs such as the British NHS, but they have seldom examined this connection in reference to nationalism. Specialists of nationalism rarely mention social policy, focusing instead on language, culture, ethnicity, and religion. The main objective of this book is to explore the nature of the connection between nationalism and social policy from a comparative and historical perspective. At the theoretical level, this analysis will shed new light on a more general issue: the relationships between identity formation, territorial politics, and social policy. Although this book refers to the experience of many different countries, the main cases are three multinational states, that is, states featuring strong nationalist movements: Canada (Québec), the United Kingdom (Scotland), and Belgium (Flanders). The book looks at the interplay between nationalism and social policy at both the state and sub-state levels through a detailed comparison between these three cases. In its concluding chapter, the book brings in cases of mono-national states (i.e. France, Germany, Sweden, and the United States) to provide broader comparative insight on the meshing of nationalism and social policy. The original theoretical framework for this research is built using insight from selected scholarship on nationalism and on the welfare state.

Book excerpt: Since the Doi Moi policy of economic renovation was introduced in 1986, Vietnam has undergone deep transformations as a result of the transition to a socialist-oriented market economy. Social and urban transition has taken place in parallel, as urban dynamics were spurred on by Vietnamese public and private stakeholders, and by external agents such as international organizations and international solidarity organizations, experts, consultants and bilateral aid organizations.Here are the results of research carried out by French, Canadian and Vietnamese teams from the north and south of the country on the overarching theme of Vietnamese cities in transition. Some of this research deals with urban dynamics, some with the issues at stake within such dynamics, or with the strategies of the most significant stakeholders in urban transition: civil society, donors within the framework of official aid for development, consultants and international consultancy firms. These projects were carried out between 2001 and 2004 as part of the Urban Research Programme for Development (PRUD), and mainly focus on Hanoi and Ho Chi Minh City, or both in the case of comparative studies.Is there such a thing as a Vietnamese model of an Asian city? It seems that urban transition in Vietnam is not taking place in as radical and abrupt a manner as in China. The country's capacity for absorbing external models, the quest for a third way between state intervention and economic liberalism, and the fact that the country's architectural heritage is taken into account in urban planning, are just some of the reasons for its particularity. The issues addressed in each chapter, as well as the proposals for further research suggested by the contributors, should act as a catalyst for urban research in Vietnam.
