Book excerpt: In this Issue Brief the author provides his perspective of the civil war in Zaire in 1996-97 and disclaims the generally held perception that its eruption was sudden and unforeseen. He traces its links to the 1994 genocide in Rwanda, the expulsion of rebels from Rwanda, the setting up of a government in exile in Eastern Zaire and the guerrilla warfare that followed as the rebels pursued an active insurgency in Rwanda. This article analyzes the dynamics that enabled the FGOR to establish itself in Eastern Zaire and that also led to its downfall. It argues that alliances and policies that the FGOR pursued in the international arena both insured its survival and, together with the policy of ethnic cleansing it pursued in eastern Zaire, mobilized a countervailing set of regional interests that set the stage for its own demise. This case study demonstrates the inextricable links between national and international politics, particularly at the regional level, and the rise and fall of guerrilla movements.
