Book excerpt: In 1981, the Scandinavian Institute of African Studies initiated a research project 'Refugees and Development in Africa', which aims to produce studies on the legal, economic and social aspects of the situation of refugees in Africa. This preliminary report is designed to contribute to the discussions leading up to the second International Conference on Assistance to Refugees in Africa (ICARA II). There are five main sections: 1) General Observations (concept of development, development as a human right, planning and the participation of refugees); 2) Causes of the Pre-Flow Aspects; 3) Settlement - Relief or Development; 4) Preconditions for Voluntary Repatriation; and 5) Naturalization. The report's conclusions and recommendations include: a) refugees should participate in the planning and the implementation of programmes; b) most of the African refugees are genuine political refugees and not economic migrants; c) emergency relief (humanitarian assistance) and development must be seen as two sides of the same process; d) periods of unemployment should be used for vocational training; e) 'seeding money' should be made available to enable refugees to start small-scale enterprises; f) education must be planned with job opportunities in mind; g) trained and educated refugees should be the preferred professionals working with and among refugees; and h) preconditions for voluntary repatriation should be a peaceful settlement of the armed conflict, an amnesty for all returnees and rehabilitation assistance.

Book excerpt: In recent decades, the Middle East and North Africa region (MENA) has experienced more frequent and severe conflicts than in any other region of the world, exacting a devastating human toll. The region now faces unprecedented challenges, including the emergence of violent non-state actors, significant destruction, and a refugee crisis bigger than any since World War II. This paper raises awareness of the economic costs of conflicts on the countries directly involved and on their neighbors. It argues that appropriate macroeconomic policies can help mitigate the impact of conflicts in the short term, and that fostering higher and more inclusive growth can help address some of the root causes of conflicts over the long term. The paper also highlights the crucial role of external partners, including the IMF, in helping MENA countries tackle these challenges.

Book excerpt: This report is the second of a series on emergencies and disaster relief published by the Swedish International Development Authority and the Nordic Africa Institute. It contains two papers that focus on some longer term impacts of refugee and migrant worker flows which have implications for the way humanitarian relief is conceptualised and planned. The first is an overview of migrant worker and refugee flows in Sub-Saharan Africa. It suggests that the negative impact of exporting male workers from rural households has been overemphasised. While there is psychological stress from family separations and the spread of Aids is associated with labour migration, such movements can also be viewed as a capital accumulation strategy which financially benefits the sending households without necessarily leading to a drop in their agricultural production and as vital foreign exchange for the sending country through incoming remittances. It also suggests that the presence of refugees is not necessarily an economic burden for the host country. Refugees may, as a labour source and as consumers, contribute to development. The second paper reviews the literature on shelter and settlement strategies for refugees. It advocates a conceptual approach which is developmental rather than relief-oriented, an approach which integrates refugees' and hosts' needs and puts emphasis on tackling the long term consequences of mass forced migration. Current practice is critically appraised to draw out the lessons of best practice and find alternatives to encampment style shelter. The author does not believe that the integrated planning and durable housing which he advocates would dissuade refugees from repatriating.

It reviews South Africa’s approach to international migration in the post-apartheid period from a regional development perspective, highlighting key policy issues, debates, and consequences. The authors find at least three areas where migration is resulting in important development impacts. First, by offering options to those affected by conflict and crises in a region that has limited formal disaster management and social protection systems. Second, by mitigating shortcomings and distortions in regional labour markets. Third, by providing support to struggling rural economies and ever expanding urban areas in terms of livelihoods and social capital transfers. Chapter One consists of a study of the country’s historical experience of migration and, in particular, analyses the changes in official attitudes throughout the twentieth century, indicating the roots of contemporary ideas and policy dilemmas. Chapters Two, Three, Four and Five complement this analysis of the South African State’s capacity to reform and manage the South African migration situation by looking at often neglected dimensions: the first explores the question of skilled labour, a crucial question given the unbalanced structure of the South African labour market; the second examines the impact of migration on local government in South African cities and specifically implications for urban planning, service delivery, health, security, and political accountability; the third analyses the nature of undocumented migration to South Africa and the challenges it raises to both State and non-State actors; The book concludes with an examination of health as a critical issue when examining the relationship between migration and development in South Africa, in light of recent empirical data.

Beyond Charity provides the first extensive overview of the world refugee crisis today, asserting that refugees raise not only humanitarian concerns but also issues of international peace and security. Gil Loescher argues persuasively that a central challenge in the post Cold-War era is to develop a comprehensive refugee policy that preserves the right of asylum while promoting greater political and diplomatic efforts to address the causes of flight. He presents the contemporary crisis in a historical framework and explores the changing role of the Office of the United Nations High Commissioner for Refugees. Loescher suggests short-term and long-term reforms that address both the current refugee crisis and its underlying causes. Book excerpt: In this study of Hutu refugees from Burundi, driven into exile in Tanzania after their 1972 insurrection against the dominant Tutsi was brutally quashed, Liisa Malkki shows how experiences of dispossession and violence are remembered and turned into narratives, and how this process helps to construct identities such as "Hutu" and "Tutsi." Through extensive fieldwork in two refugee communities, Malkki finds that the refugees' current circumstances significantly influence these constructions. Those living in organized camps created an elaborate "mythico-history" of the Hutu people, which gave significance to exile, and envisioned a collective return to the homeland of Burundi. Other refugees, who had assimilated in a more urban setting, crafted identities in response to the practical circumstances of their day to day lives. Malkki reveals how such things as national identity, historical consciousness, and the social imagination of "enemies" get constructed in the process of everyday life. The book closes with an epilogue looking at the recent violence between Hutu and Tutsi in Rwanda and Burundi, and showing how the movement of large refugee populations across national borders has shaped patterns of violence in the region.

Book excerpt: This final report was prepared by the Refugee Policy Group under a grant from the US Agency for International Development (USAID). The objectives of the study were to investigate the factors or policies which can contribute to or hinder the attainment of self-sufficiency by organized refugee settlements and the experiences of such settlements after achieving self-sufficiency in terms of their ability to reach a durable solution. The research in the study included a review of materials in the Research Center of the Refugee Policy Group, materials gathered in Geneva, information from the Betts Archive at the Institute of Development Studies in Sussex, England, and field work in Africa. Two field visits to six refugee settlements in Burundi, Rwanda and Tanzania focused on the organized types of rural, agriculture-based settlements. Among the African settlements, the primary attention is on the 30 organized refugee settlements that were declared self-sufficient between 1966 and 1982 and which are still in operation. Of the 30, 21 have received international assistance since being declared self-sufficient. Approximately 39 to 58% of UNHCR expenditures for Africa from 1982 to 1985 have been for implementing durable solutions, of which organized settlements are a major component. The study made a special effort to look into the situation of settlements after handover. The authors conclude that organized settlements are in fact rarely a vehicle for attaining a true durable solution and that such settlements can be more realistically viewed as cases of extended asylum. They also predict that obstacles facing the integration of refugees into the host country are likely to increase, not diminish in the near future.

In the process, the positive concept of "psychosocial wellness" was developed as discussed in this volume. In it noted scholars address the strengths and limitations of their investigations, citing examples from their work with refugees from Afghanistan, Cambodia, Vietnam, Palestine, Cuba, Nicaragua, Haiti, Eastern Europe, Bosnia, and Chile. The authors discuss how they define "psychosocial wellness," as well as the issues of sample selection, measurement, reliability and validity, refugee narratives and "voices," and the ability to generalize findings and apply these to other populations. The key question that has guided many of these investigations and underlies the premise of this book is "what happens to an ordinary person who has experienced an extraordinary event?" This volume also highlights the fact that those involved in such research must also deal with their own emotional responses as they hear victims tell of killing, torture, humiliation, and dispossesion. The volume will therefore appeal to practitioners of psychology, psychiatry, social work, nursing, and anthropology. However, its breadth and the evaluation of the strengths and disadvantages of both qualitative and quantitative methods also make it an excellent text for students.
