The paper also highlights the crucial role of external partners, including the IMF, in helping MENA countries tackle these challenges.

One in every ninety-five people on the planet has been forcibly displaced from their home, the collective response is woefully inadequate. Through comparative case study, this book provides the first policy analysis of all three durable solutions in the context of the global refugee crisis. The durable solutions are designed to find a permanent place for refugees were developed more than 70 years ago. Last year, fewer than two percent of refugees found their way any of these solutions. Reforming yesterday's solutions requires understanding how they have been used, how they have failed, and how they can be improved. Comparative case studies of the Somali Voluntary Repatriation Program, the Kalobeyei Integrated Settlement, and the Arizona Refugee Empowerment Project provide a comprehensive, global, and timely policy analysis grounded in social work, human rights, and sustainable development. In analyzing the economic impact of this inflow, this paper draws from the experience of previous economic migrants and refugees, mindful of the fact that the characteristics of economic migrants can be different from refugees. In the short-run, additional public expenditure will provide a small positive impact on GDP, concentrated in the main destination countries of Germany, Sweden and Austria. Over the longer-term, depending on the speed and success of the integration of refugees in the labor market, the increase in the labor force can have a more lasting impact on growth and the public finances. Here good policies will make an important difference. These include lowering barriers to labor markets for refugees, for example through wage subsidies to employers, and, in particular, reducing legal barriers to labor market participation during asylum process, removing obstacles to entrepreneurship/self-employment, providing job training and job search assistance, as well as language skills. While native workers often have legitimate concerns about the impact of immigrants on wages and employment, past experience indicates that any adverse effects are limited and temporary.

The total number of refugees and internally displaced persons, now at over 65 million, continues to grow as violent conflict spikes.This report, Forcibly Displaced: Toward a Development Approach Supporting Refugees, the Internally Displaced, and Their Hosts, produced in close partnership with the United Nations High Commissioner for Refugees (UNHCR), attempts to sort fact from fiction to better understand the scope of the challenge and encourage new thinking from a socioeconomic perspective. The report depicts the reality of forced displacement as a developing world crisis with implications for sustainable growth: 95 percent of the displaced live in developing countries and over half are in displacement for more than four years. To help the displaced, the report suggests ways to rebuild their lives with dignity through development support, focusing on their vulnerabilities such as loss of assets and lack of legal rights and opportunities. It also examines how to help host communities that need to manage the sudden arrival of large numbers of displaced people and that are under pressure to expand services, create jobs, and address long-standing development issues. Critical to this response is collective action. As work on a new Global Compact on Responsibility Sharing for Refugees progresses, the report underscores the importance of humanitarian and development communities working together in complementary ways to support countries throughout the crisis†•from strengthening resilience and preparedness at the onset to creating lasting solutions.

Despite some pioneering research on the economic lives of refugees, there remains a lack of theory and empirical data through which to understand, and build upon, refugees' own engagement with markets. Yet, understanding these economic systems may hold the key to rethinking our entire approach to refugee assistance. If we can improve our knowledge of the resource allocation systems that shape refugees' lives and opportunities, then we may be able to understand the mechanisms through which these market-based systems can be made to work better and turn humanitarian challenges into sustainable opportunities. This book adopts an inter-disciplinary approach, based on original qualitative and quantitative data on the economic life of refugees, in order to begin to build theory on the economic lives of refugees. It focuses on the case of Uganda because it represents a relatively positive case. Unlike other governments in the region, it has taken the positive step to allow refugees the right to work and a significant degree of freedom of movement through it so-called 'Self-Reliance Strategy'. This allows a unique opportunity to explore what is possible when refugees have basic economic freedoms. The book shows that refugees have complex and varied economic lives, often being highly entrepreneurial and connected to the global economy. This global crisis already poses serious challenges to economic growth and risks to stability and national security, as well as an enormous human toll affecting tens of millions of people. These issues are on track to get worse; without significant course correction soon, the forced migration issues confronted today will seem simple decades from now. Yet, efforts to confront the crisis continue to be reactive in addressing these and other core issues. The United States should broaden the scope of its efforts beyond the tactical and reactive to see the world through a more strategic lens colored by the challenges posed—and opportunities created—by the forced migration crisis at home and abroad. CSIS convened a diverse task force in 2017 to study the global forced migration crisis. This report is a result of those findings.

Book excerpt: How states deny the full potential of refugees as people and perpetuate social inequality As the world confronts the largest refugee crisis since World War II, wealthy countries are being called upon to open their doors to the displaced, with the assumption that this will restore their prospects for a bright future. Refuge follows Syrians who fled a brutal war in their homeland as they attempt to rebuild in countries of resettlement and asylum. Their experiences reveal that these destination countries are not saviors; they can deny newcomers’ potential by failing to recognize their abilities and invest in the tools they need to prosper. Heba Gowayed spent three years documenting the strikingly divergent journeys of Syrian families from similar economic and social backgrounds during their crucial first years of resettlement in the United States and Canada and asylum in Germany. All three countries offer a legal solution to displacement, while simultaneously minoritizing newcomers through policies that fail to recognize their histories, aspirations, and personhood. The United States stands out for its emphasis on “self-sufficiency” that integrates refugees into American poverty, which, by design, is populated by people of color and marked by stagnation. Gowayed argues that refugee human capital is less an attribute of newcomers than a product of the same racist welfare systems that have long shaped the contours of national belonging. Centering the human experience of displacement, Refuge shines needed light on how countries structure the potential of people, new arrivals or otherwise, within their borders.
