Book excerpt: Recent Government and Department of Defense publications designate stability operations as a core military mission, leading to its parity amongst other more traditional military missions along the spectrum of armed conflict. However, doctrine fails to account for the constructive nature of stability operations when compared to the destructive nature of the offense or defense. While both FM 3-07 Stability Operations and the new joint Army Peacekeeping and Stability Operations Institute and United States Institute for Peace's Guiding Principles for Stability and Reconstruction provide frameworks for the conduct of stability operations, there exists an institutional difficulty in achieving operational success. This leads one to question whether the proposed frameworks are correct, and if they can be improved upon. The problem lies in 2001, with the combining of the MOOTW Principles and the Principles of War. While this accounted for many common efforts and eventually led to the emergence of the Full Spectrum Operations concept, doing so erased parameters that provided unique guidance to the conduct of stability operations. This thesis addresses this doctrinal gap through social science by identifying what needs all people have, Drivers of Instability, and how stable societies adapt to ensure needs are met and avoid unstable behavior. It then critiques examples of need-fulfillment interventions, and the reasons behind their success. This analysis deduces certain Pillars, rooted in social science and validated against historical examples, which govern the unique conduct of stability operations. These Pillars of Stability Operations provide a theoretical basis that nests in the Principles of Joint Operations and complements the existing frameworks in FM 3-07 and Guiding Principles, making the execution of stability operations more efficient and effective.

Book excerpt: The War on Terror has seen huge expenditure of manpower and resources in an effort to stabilize post-conflict states and areas vulnerable to extremism. The results, characterized by inefficiency and missteps, have varied. Even with new military and government agency stabilization doctrine, practitioners still display ineffective, and in some cases, counter-productive approaches to the problem. These flaws are primarily rooted in a poor understanding individual basic needs, and how stable societies adapt to ensure those needs are met. In short, there is no baseline to measure from. Compounding the problem in doctrine is a lack of any baseline measurement of societal stability, leaving practitioners with a detrimental gap in stability operations understanding. This results in stability operations personnel reverting to "cookie-cutter" approaches to stabilization, taken from previous experience, without understanding why an approach was successful in the first place.Major Ethan H. Harding applies social science to the problem of stability operations in the 21st century and offers recommendations for implementation. His work in this publication was nominated for the U.S. Army Command and General Staff College "Birrer-Brookes Award" presented to the most outstanding thesis as part of the degree program for the Masters of Military Arts and Sciences.

A great deal of effort is expended in planning and executing combat operations. However, surprisingly less effort goes into the planning and execution of stability operations, despite the criticality of this stage to establishing the desired end-state. Iraq has demonstrated the pitfalls of inadequate planning for or ineffectively executing stabilization. Many of the conditions that contributed to the insurgency in Iraq were directly or indirectly related to the coalition's ineffective stabilization of the country. The majority of the problems could have been solved if the lead agency would have asserted control over the operation. From the end of major combat operations in May 2003, until the Coalition Provisional Authority was disbanded and sovereignty established in June 2004, Iraq stabilization was led by the Department of Defense (Defense). The United States then established an embassy and stability operations were led by the Department of State (State), working in concert with the Iraqis. Neither State nor Defense was successful. This thesis explores the question, which U.S. government department or agency should have responsibility for Stability Operations in a post-MCO environment? Two of the most critical principles to stabilization, unity of effort and security, serve as the framework for analyzing over seven years of Government Accountability Office data to determine which U.S. government department is best-suited for leading stability operations. Nothing short of strategic success relies on the U.S. capably conducting stability operations.

These MOEs are military in nature and narrow in scope. They are based on a realistic expectation of what the JTF Commander can and should influence in his joint operations area (JOA). The MOEs are as follows: indigenous force participation in the mission, number of humanitarian operations, and quality/quantity of enemy attacks. This paper attempts to define the current issues and scopes the problem in the first section. Then historical examples are used to present and validate the MOEs.

This requires knowledge of what host nation institutions to include social, government, economic and diplomatic, among others, are the source of power. These institutions may be strong or weak. In order for the JFC to apply the proper military power to reinforce strong and build up weak institutions, a careful analysis of these institutions should be conducted in phase zero. PMESII analysis is the structure from which to build knowledge of the interconnectedness of these institutions. Currently, the joint intelligence preparation of the operational environment (JIPOE) doctrine does not have a framework to consider the stability centers of gravity (COG). This paper describes the current scope of phase zero stability operations and JIPOE analysis. It then explains the importance of objectives, PMESII analysis, and COG analysis in combat operations, defining these items in terms of an enemy. It explains how the threat-based analysis does not work for stability operations with specific stability objectives. Finally, it proposes a new structure, centers of stability analysis, that runs concurrent with the COG analysis that uses PMESII to provide the commander valuable insights into the host nation to support JFC decision-making."--Abstract.

To remedy the initial lack of preparation, the U.S. Department of Defense (DoD) issued a directive with guidance on stabilization requirements in 2005 and then updated it with more expansive requirements in 2009. This report supports DoD efforts to update this guidance by assessing the accumulated experience of the past 17 years and evaluating the appropriate roles for the U.S. military and its ability to execute them in conjunction with interagency and other key partners. Without stabilization, successful warfighting often does not produce desired political outcomes. Yet warfighters are not the most capable actors for many stabilization tasks. Therefore, the authors recommend shifting DoD guidance on stabilization away from requiring high levels of proficiency in a large number of tasks to emphasizing three key roles for DoD: prioritizing security tasks; providing support to other actors performing stability functions; and performing crosscutting informational, planning, coordination, and physical support roles."--Publisher's description
