Book excerpt: Almost since its creation at the close of the nineteenth century, the Teamsters Union has had recurring problems with corruption. This book is the first in-depth historical study of the forces that have contributed to the Teamsters' troubled past, as well as the various mechanisms the union has employed -- from top-down directives to grass-roots measures -- to combat the spread of corruption. Arguing that the Teamsters Union was by its very nature especially vulnerable to certain forms of corruption, David Witwer charts the process by which organized crime came to play a significant role in sectors of the union, from low-level involvements of the 1930s to suspicions of mob ties among the union's upper echelons beginning in the 1950s. Witwer includes a detailed account of the links forged between the mafia and union head Jimmy Hoffa as well as the highly revealing McLellan Committee investigation that first brought these links to light.David Witwer is a former employee of the New York County District Attorney's Office and the U.S. Attorney's Office. Drawing on hundreds of hours of tapes of activities and conversations in the offices of corrupt union officials, he brings his experience and insight to bear on the union's history, considering the subject from a range of perspectives that include the rank and file, the Teamster leadership, and the criminal element. Book excerpt: Drawing on scores of interviews with black and white tobacco workers in Winston-Salem, North Carolina, Robert Korstad brings to life the forgotten heroes of Local 22 of the Food, Tobacco, Agricultural and Allied Workers of America-CIO. These workers confronted a system of racial capitalism that consigned African Americans to the basest jobs in the industry, perpetuated low wages for all southerners, and shored up white supremacy. Galvanized by the emergence of the CIO, African Americans took the lead in a campaign that saw a strong labor movement and the reenfranchisement of the southern poor as keys to reforming the South--and a reformed South as central to the survival and expansion of the New Deal. In the window of opportunity opened by World War II, they blurred the boundaries between home and work as they linked civil rights and labor rights in a bid for justice at work and in the public sphere. But civil rights unionism foundered in the maelstrom of the Cold War. Its defeat undermined later efforts by civil rights activists to raise issues of economic equality to the moral high ground occupied by the fight against legalized segregation and, Korstad contends, constrains the prospects for justice and democracy today.

Book excerpt: In 1902 members of the Japanese Woman's Christian Temperance Union (WCTU) submitted a petition to the National Diet to abolish the custom of rewarding good deeds and patriotic service with the bestowal of sake cups. Alcohol production and consumption, its members argued, harmed individuals, endangered public welfare, and wasted vital resources. The sake cup petition was only one initiative in a wide-ranging program to reform public and private behaviour in Japan. Between 1886 and 1912, the WCTU launched campaigns to eliminate prostitution, eradicate drinking and smoking, spread Christianity, and improve the lives of women. As Elizabeth Dorn Lublin shows, members did not passively accept and propagate government policy but felt a duty to shape it by defining social problems and influencing opinion. Certain their beliefs and reforms were essential to Japan's advancement, members couched their calls for change in the rhetorical language of national progress. Ultimately, the WCTU's activism belies received notions of women's public involvement and political engagement in Meiji Japan. This fascinating study of women bound by God, home, and country will appeal to students and scholars of Japanese History, religious studies, and gender studies.

Was public education simply a vehicle used by Protestant elites to impose their cultural ideas upon recalcitrant immigrants? In The Politics of School Reform, 1870-1940, Paul E. Peterson challenges such standard, revisionist interpretations of American educational history. Urban public schools, he argues, were part of a politically pluralistic society. Their growth—both in political power and in sheer numbers—had as much to do with the demands and influence of trade unions, immigrant groups, and the public more generally as it did with the actions of social and economic elites. Drawing upon rarely examined archival data, Peterson demonstrates that widespread public backing for the common school existed in Atlanta, Chicago, and San Francisco. He finds little evidence of systematic discrimination against white immigrants, at least with respect to classroom crowding and teaching assignments. Instead, his research uncovers solid trade union and other working-class support for compulsory education, adequate school financing, and curricular modernization. Urban reformers campaigned assiduously for fiscally sound, politically strong public schools. Often they had at least as much support from trade unionists as from business elites. In fact it was the business-backed machine politicians—from San Francisco's William Buckley to Chicago's Edward Kelly—who deprived the schools of funds. At a time when public schools are being subjected to searching criticism and when new educational ideas are gaining political support, The Politics of School Reform, 1870-1940 is a timely reminder of the strength and breadth of those groups that have always supported "free" public schools.

It recommends directions for future reforms and research to improve infrastructure performance, identifying pricing policies that strike a balance between economic efficiency and social equity, suggesting rules governing access to bottleneck infrastructure facilities, and proposing ways to increase poor people's access to these crucial services.
