Book excerpt: The Home Office acquired direct responsibility for the significant problems faced by the UK Border Agency when it was abolished in March 2013 and its functions were transferred to the Department. While performance in most of the areas transferred has held steady, the Department has failed to deal with long standing backlogs of asylum claims. Many older asylum claims - some over seven years old - remain undecided, while a new backlog of cases awaiting an initial decision is forming. This is partly as a result of a botched attempt by the Agency to downgrade staff that resulted in 120 experienced caseworkers leaving. The Department lacks the data it needs to manage its backlogs and the overall workload effectively. The failure of a number of IT projects has also compromised the Department's ability to track people through the immigration system and ensure that those with no right to remain are removed from the UK.

However, at the same time, the flow of people and the growth of trade have continued at impressive rates, and arguments for more open borders remain relevant. In The Border, Martin Schain compares how and why border policy has become increasingly important, politicized, and divisive in both Europe and the United States. Drawing from an intensive analysis of documents and interviews, he argues that border control is a growing international movement. In Europe, the European Union is under scrutiny, and many countries seek to block the entry of asylum-seekers from wars in the Near East. In the US, Donald Trump pledged to build a wall along the Mexico border, restricted the entry of Syrian asylum-seekers, and more generally tried to ban Muslim immigration. Book excerpt: In 1998, the previous government abolished exit checks, paper-based embarkation records of passengers departing from the UK, because they were too resource intensive. Those universal exit checks were replaced by an intelligence-led approach, using CCTV and greater liaison between border agencies, port operators and transport carriers. This approach was subsequently superseded by the e-Borders programme, announced in February2005. The e-Borders programme has stalled and was "terminated" in March 2014 and that the Home Office would bereplacing individual systems, such as the Warnings Index and Semaphore, separately. At the moment, data for air passengers travelling in and out of the UK is sourced from carrier lists, known as Advanced Passenger Information (API). Air passengers buy tickets in advance and check in a reasonable time before departure, so API coverage is good, about 80% and increasing. Coverage is not so good for rail and ferry passengers, partly because of the ticketing systems and partly because customers can decide to travel, buy a ticket and have checked in at a time near to departure. Both the Minister and the Director General of Border Force have assured the Committee that 100% exit checks will be in place by 31st March 2015. To deliver exit checks, the Home Office needs to find a mechanism that can count all of the rail and maritime passengers as they depart the UK by the end of March. Exit checks will be carried out by the transport operators' staff, not Border Force. The Committee hope this can be delivered.

Focusing on Hispanic immigration and American-born children of Mexican parentage, the author examines how engrained, historical, individual and collective social constructions and psychological processes, related to identity formation can play an instrumental role in influencing political and legal processes. It is argued that contemporary American immigration policy reforms need to be conceptualized as a complex, conscious and unconscious White Nativist psychological, legal, defence mechanism related to identity preservation and contestation. Whilst building on existing theoretical frameworks, the author offers new empirical evidence on immigration processes and policy within the United States as well as original research involving the acculturation and identity development of children of Mexican immigrant parentage. It brings together themes of race, ethnicity and American national identity under a new integrated sociopolitical and psychological framework examining macro and micro implications of recent US immigration policy reform. Whilst it is generally agreed that migration makes a substantial contribution to economic growth, fills gaps in the labour market, and increases investment, innovation and entrepreneurship, and enriches cultural diversity, it needs to be managed. The Government proposes a five-tier framework, to help people understand how the system works and to direct applicants to the category that is most appropriate for them. The tiers are: (1) highly skilled individuals to contribute to growth and productivity; (2) skilled workers with a job offer to fill gaps in the UK labour force; (3) limited numbers of low skilled workers needed to fill specific temporary labour shortages; (4) students; (5) youth mobility and temporary workers, people allowed to work in the UK for a limited period of time to satisfy primarily non-economic objectives. For each tier applicants will need sufficient points to obtain entry clearance or leave to remain in the UK. Points will be awarded according to objective and transparent criteria, giving a structured decision-making process. Applicants in tiers 2 to 5 will need a certificate of sponsorship. The Government aims for a system that better identifies and attracts migrants who have most to offer the UK; is more efficient, transparent and objective; and that improves compliance and reduces the scope for abuse.
