Download or read book Moving Millions written by Rikkie Yeung and published by Hong Kong University Press. This book was released on 2008-05-01 with total page 333 pages. Available in PDF, EPUB and Kindle. Book excerpt: With the "merger" of the MTRC and the KCRC in 2007, the history of Hong Kong's railways turned a new page. The two government-owned corporations were exceptionally profitable. Yet, this commercially successful railway model was not without social costs and political controversies. Moving Millions critically examines the governance history of the MTRC and the KCRC over the past three decades, and sheds light on the challenges to Hong Kong's railway after the "merger". The author discusses complex relationships between railway management, government policy and politics. Critical issues are analysed, including corporate governance; railway-property development; funding and managing new projects; mismanagement and controversies; public accountability; and passenger interest in fares, choice and convenience. The book compares how differently the MTRC and the KCRC dealt with the government, civil society, the market, and with each other to achieve commercial objectives and tackle public interests issues in a post-industrial society, where public expectations are rising despite constraints in democracy.

Book Strategic Management in Public Services Organizations

Download or read book Strategic Management in Public Services Organizations written by Ewan Ferlie and published by Routledge. This book was released on 2022-04-03 with total page 405 pages. Available in PDF, EPUB and Kindle. Book excerpt: Strategic Management in Public Services Organizations takes a comparative and international view on the appropriate use of strategic management models that are affecting the way public services organizations are managed. In an era of New and post New Public Management reforms, public managers at all levels are expected to respond to these new approaches, which profoundly affect their work practices, skills, and knowledge bases. Choosing a promising strategic management model and implementing it in a way that works for the organization or inter-organizational network in question also depends on an understanding of local politico-administrative and cultural contexts: this book helps the readers identify how to successfully tailor strategic management approaches to their specific circumstances and needs. This second edition builds upon the successes of the well-received first edition. Thoroughly updated to help public managers meet the challenges of a new decade, it has a refreshed collection of mini-cases and now includes chapter summaries. It also includes a new chapter on collaborative strategy and co-creation, in response to the growth of interest in more open forms of public policymaking. This is an advanced textbook aimed at the postgraduate level, particularly students on MPAs and MBAs with a public sector option or MScs in public policy and public management.

Book Structural Reforms Without Prejudices

Download or read book Structural Reforms Without Prejudices written by Tito Boeri and published by Oxford University Press, USA. This book was released on 2006-06-15 with total page 344 pages. Available in PDF, EPUB and Kindle. Book excerpt: Our economies face constant challenges from many different directions. Structural reforms are implemented every day, either to grasp the benefits of globalization and technological change, or to avoid foundering on unaffordable welfare systems or the rise of new economies.Despite this flurry of reforms, many of their effects are insufficiently understood. What makes reforms a success or a failure? Why do we witness systematically ambivalent attitudes to reforms? Can governments implement reforms differently, without inflicting prejudice to large fringes of the population? This book explores these issues by comparing a number of reforms, across a large set of countries and sectors. First, through an innovative multisectorial input-output analysis, the authors compare the effects of liberalisation reforms in the telecommunication and electricity sectors across Europe. Surprisingly, they find that very similar and well-intended reforms can generate highly contrasted outcomes. It is also shown that governments must consider the effects of each reform on all sectorsof the economy. Second, the authors explore how governments can tailor their reform strategy to alter the redistributive effects of reforms. They show that the government's approach to reforms has been very different across time and across countries. A government's approach depends on localinstitutions, on the nature of the opposition, and on the scope of the reform under way. The authors, however, show that governments do have alternatives. Often, there are ways to tailor reforms so as to protect specific parts of the population; and there are ways to experiment gradually, to avoid costly policy mistakes.

Book Reforming Infrastructure

Download or read book Reforming Infrastructure written by Ioannis Nicolaos Kessides and published by World Bank Publications. This book was released on 2004 with total page 328 pages. Available in PDF, EPUB and Kindle. Book excerpt: Electricity, natural gas, telecommunications, railways, and water supply, are often vertically and horizontally integrated state monopolies. This results in weak services, especially in developing and transition economies, and for poor people. Common problems include low productivity, high costs, bad quality, insufficient revenue, and investment shortfalls. Many countries over the past two decades have restructured, privatized and regulated their infrastructure. This report identifies the challenges involved in this massive policy redirection. It also assesses the outcomes of these changes, as well as their distributional consequences for poor households and other disadvantaged groups. It recommends directions for future reforms and research to improve infrastructure performance, identifying pricing policies that strike a balance between economic efficiency and social equity, suggesting rules governing access to bottleneck infrastructure facilities, and proposing ways to increase poor people's access to these crucial services.

Download or read book Norway written by International Monetary Fund. European Dept. and published by International Monetary Fund. This book was released on 2016-07-05 with total page 65 pages. Available in PDF, EPUB and Kindle. Book excerpt: The paper examines the nature and scale of spillovers to a number of European countries from monetary policies in the euro area and the United States using three different approaches. The analysis focuses on selected non-euro-area countries in Europe: the Czech Republic, Denmark, Hungary, Poland, and Sweden. Recent developments in these countries’ sovereign bond yields and exchange rates are indicative of potential spillovers. The paper’s most consistent analytical finding is for spillovers to lower domestic bond yields, with the potential for repercussions on credit expansion and asset prices. More recently, the event study uncovered evidence of upward pressure on the exchange rate.

Book Competition in the Railway Industry

Download or read book Competition in the Railway Industry written by José A. Gómez-Ibáñez and published by Edward Elgar Publishing. This book was released on 2006-01-01 with total page 217 pages. Available in PDF, EPUB and Kindle. Book excerpt: Numerous countries have attempted to improve the performance of their railways by introducing more competition, but there is fierce debate and no consensus on how this is best achieved. This book reveals how railways were an obvious target for reform because they were often losing traffic and money, and because the government was typically deeply involved as either owner or regulator.
