Book Reforming the Public Sector

Download or read book Reforming the Public Sector written by Giovanni Tria and published by Brookings Institution Press. This book was released on 2012 with total page 321 pages. Available in PDF, EPUB and Kindle. Book excerpt: Many countries are still struggling to adapt to the broad and unexpected effects of modernization initiatives. As changes take shape, governments are challenged to explore new reforms. The public sector is now characterized by profound transformation across the globe, with ramifications that are yet to be interpreted. To convert this transformation into an ongoing state of improvement, policymakers and civil service leaders must learn to implement and evaluate change. This book is an important contribution to that end. Reforming the Public Sector presents comparative perspectives of government reform and innovation, discussing three decades of reform in public sector strategic management across nations. The contributors examine specific reform-related issues including the uses and abuses of public sector transparency, the "Audit Explosion," and the relationship between public service motivation and job satisfaction in Europe. This volume will greatly aid practitioners and policymakers to better understand the principles underpinning ongoing reforms in the public sector. Giovanni Tria, Giovanni Valotti, and their cohorts offer a scientific understanding of the main issues at stake in this arduous process. They place the approach to public administration reform in a broad international context and identify a road map for public management. Contributors include: Michael Barzelay, Nicola Bellé, Andrea Bonomi Savignon, Geert Bouckaert, Luca Brusati, Paola Cantarelli, Denita Cepiku, Francesco Cerase, Luigi Corvo, Maria Cucciniello, Isabell Egger-Peitler, Paolo Fedele, Gerhard Hammerschmid, Mario Ianniello, Elaine Ciulla Kamarck, Irvine Lapsley, Peter Leisink, Mariannunziata Liguori, Renate Meyer, Greta Nasi, James L. Book Public Sector Reform in the Middle East and North Africa

Download or read book Public Sector Reform in the Middle East and North Africa written by Robert P. Beschel and published by Brookings Institution Press. This book was released on 2020-12-01 with total page 328 pages. Available in PDF, EPUB and Kindle. Book excerpt: Critical examinations of efforts to make governments more efficient and responsive Political upheavals and civil wars in the Middle East and North Africa (MENA) have obscured efforts by many countries in the region to reform their public sectors. Unwieldy, unresponsive—and often corrupt—governments across the region have faced new pressure, not least from their publics, to improve the quality of public services and open up their decisionmaking processes. Some of these reform efforts were under way and at least partly successful before the outbreak of the Arab Spring in 2010. Reform efforts have continued in some countries despite the many upheavals since then. This book offers a comprehensive assessment of a wide range of reform efforts in nine countries. In six cases the reforms targeted core systems of government: Jordan's restructuring of cabinet operations, the Palestinian Authority's revision of public financial management, Morocco's voluntary retirement program, human resource management reforms in Lebanon, an e-governance initiative in Dubai, and attempts to improve transparency in Tunisia. Five other reform efforts tackled line departments of government, among them Egypt's attempt to improve tax collection and Saudi Arabia's work to improve service delivery and bill collection. Some of these reform efforts were more successful than others. This book examines both the good and the bad, looking not only at what each reform accomplished but at how it was implemented. The result is a series of useful lessons on how public sector reforms can be adopted in MENA.

Book Public Employment and Compensation Reform During Times of Fiscal Consolidation

Download or read book Public Employment and Compensation Reform During Times of Fiscal Consolidation written by Lorenzo Forni and published by International Monetary Fund. This book was released on 2014-10-23 with total page 23 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper compiles and compares recent and past measures introduced to contain the public wage bill in a number of emerging and advanced economies to assess their effectiveness in bringing down expenditure in a sustained way. In the aftermath of the Great Recession a number of countries have approved measures on the wage bill as part of fiscal consolidation efforts. These recent episodes are compared to past cases implemented in advanced economies over the period 1979–2009. Findings suggest that public wage bill consolidation episodes pre and post 2009 are similar in many respects. Moreover, typically countries that were able to achieve more sustained reductions in the wage bill have implemented to larger extent structural measures, and/or these measures were accompanied with substantial social dialogue and consensus.

Book Trends in Public Sector Pay in OECD Countries

Download or read book Trends in Public Sector Pay in OECD Countries written by Organisation for Economic Co-operation and Development and published by OECD Publishing. This book was released on 1997 with total page 149 pages. Available in PDF, EPUB and Kindle. Book excerpt: The reform of pay determination systems has been completed in some OECD countries. This report presents information on the procedures which governments have developed to carry out reforms, and on the results obtained, particularly when the reforms have a positive impact on holding down public expenditure. Comparative analysis of public sector pay determination systems in OECD countries illustrates the wide variety of methods of determining public sector remuneration and shows that each country adapts the instruments available to its own institutional structure and economic and social constraints. Those countries which have not opted for radical change are taking a phased, pragmatic approach, lending weight to the view that reform of pay determination systems is extending to all OECD countries.

Book Case Studies on Managing Government Compensation and Employment Institutions Policies and Reform Challenges

Download or read book Case Studies on Managing Government Compensation and Employment Institutions Policies and Reform Challenges written by International Monetary Fund and published by International Monetary Fund. This book was released on 2016-12-04 with total page 99 pages. Available in PDF, EPUB and Kindle. Book excerpt: This supplement presents country case studies reviewing country experiences with managing wage bill pressures, which are the basis for the compensation and employment reform lessons identified in the main paper. The selection of countries for the case studies reflects past studies carried out by either the IMF or the World Bank in the context of technical assistance or bilateral surveillance (Table 1). These studies provide important insights into the different sources of wage bill pressures as well as the reform challenges governments have faced when addressing these pressures over the short and medium term. The studies cover 20 countries, including five advanced economies, six countries from sub-Saharan Africa, two countries in developing Asia, one country in the Middle East and North Africa, three countries in Latin America and the Caribbean, and three countries in Central and Eastern Europe and the CIS. The structure of each case study is similar, with each study starting with a presentation of the institutional coverage and framework for setting and managing the wage bill; a description of employment and compensation levels, including their comparison with the private sector; and a discussion of the challenges that motivated the need for reforms and, when applicable, the reforms implemented and lessons derived from these.

Book Local Public Sector Reforms in Times of Crisis

Download or read book Local Public Sector Reforms in Times of Crisis written by Sabine Kuhlmann and published by Palgrave Macmillan. This book was released on 2016-09-05 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book compares the trajectories and effects of local public sector reform in Europe and fills a research gap that has existed so far in comparative public administration and local government studies. Based on the results of COST research entitled, ‘Local Public Sector Reforms: an International Comparison’, this volume takes a European-scale approach, examining local government in 28 countries. Local government has been the most seriously affected by the continuously expanding global financial crisis and austerity policies in some countries, and is experiencing a period of increased reform activity as a result. This book considers both those local governments which have adopted or moved away from New Public Management (NPM) modernization to ‘something different’ (what some commentators have labelled ‘post-NPM’), as well as those which have implemented ‘other-than-NPM measures’, such as territorial reforms and democratic innovations.

Available in PDF, EPUB and Kindle. Book excerpt: In the last tow decades governments have invested a great deal of time, money, and political capital in reforms to make the public sector more efficient. They have, however, invested little in evaluating the effectiveness of their efforts, accepting many of the reforms because of a belief in a particular approach to governing or an ideological commitment on the part of politicians. This collection of essays "takes stock" of these reform measures and their impact on public administration.

Book Managing Government Compensation and Employment Institutions Policies and Reform Challenges

Download or read book Managing Government Compensation and Employment Institutions Policies and Reform Challenges written by International Monetary Fund. Fiscal Affairs Dept. and published by International Monetary Fund. This book was released on 2016-08-04 with total page 99 pages. Available in PDF, EPUB and Kindle. Book excerpt: Government compensation and employment policies are important for the efficient delivery of public services which are crucial for the functioning of economies and the general prosperity of societies. On average, spending on the wage bill absorbs around one-fifth of total spending. Cross-country variation in wage spending reflects, in part, national choices about the government’s role in priority sectors, as well as variations in the level of economic development and resource constraints.
