Book excerpt: Pursuant to a congressional request, GAO reviewed federal hiring procedures, focusing on whether: (1) those procedures are working; and (2) hiring reform efforts address the needs of agencies and applicants. GAO found that: (1) the Department of Agriculture initiated a demonstration project to test the feasibility of providing managers more selection flexibility, the Office of Personnel Management (OPM) automated various hiring procedures, and the National Performance Review (NPR) recommended reforms to streamline the federal hiring process; (2) recent hires surveyed said they had no problem with the application process, but many felt that they waited an unreasonably long time to receive a job offer; (3) many veterans were not satisfied with the preference procedures and often did not receive enhanced employment consideration; (4) federal referral procedures allowed agencies to fill vacancies with qualified people in a timely manner, while selection procedures often did not; (5) veterans' preference procedures and the Rule of Three adversely affected timely hiring and candidate quality; (6) shortcomings with the federal hiring process increased the time needed to hire candidates and impeded agency operations; and (7) although current reform initiatives could make the hiring process more efficient, they do not balance managers' flexibility in selecting the best candidates and the legal requirement to give hiring preference to veterans.

Today's hearing is a continuation of our bipartisan effort to consolidate, reform, and revitalize Federally-funded job training programs. In his State of the Union Address this year, President Clinton called on Congress to improve all aspects of Federal work force development policy. In this session of the Congress, we have responded by enacting new education and job training measures for young people, such as the School to Work Opportunities Act, Goals 2000, and the Educate America Act. We have also made significant progress in responding to President Clinton's challenge to streamline today's patchwork of job training programs and make them a source of skills for people who lose their jobs. For the past 6 months, we have been working to develop legislation to make job training more responsive to the needs of job seekers, workers, and businesses. We have made substantial progress and reached agreement on many aspects of a comprehensive reform bill. Compared to other major industrial nations, the United States does not have a coherent labor market policy to help workers and firms adjust to structural changes in our economy. The basic building blocks of our current job training system were established during the New Deal, the New Frontier, and Great Society years. The challenge then was to help hard-to-serve groups enter the labor force. As we head into the 21st century, we must respond to a new set of problems. As a result of increased international competition, technological change and defense downsizing, many workers already in the labor force need to be retrained to have their skills improved, often several times over the course of their careers. The authority to hire and manage civilians is covered by a patchwork of human capital programs and rules that, over time, has failed to keep pace with the dynamics of a twenty-first century workforce. Federal human resources (HR) managers have complained that federal hiring procedures were rigid and complex. In an attempt to address such problems, the government has created an intricate system of demonstration projects, alternative personnel systems (APSs), and direct-hire authorities that have targeted select agencies and job types. While adding flexibility, these reforms have often resulted in multiple HR systems and greater complexity in managing federal personnel. One goal of the 2018 President's Management Agenda is to enable simple and strategic hiring practices, and the Department of Defense was tasked with examining best practices of federal demonstration projects and APSs. Toward this end, the authors identified best practices for recruiting, hiring, and compensation in 41 federal demonstration projects and APSs that began between January 2008 and May 2019. Informed by a literature review and discussions with civilian human resource professionals, the authors categorized best practices into three effectiveness groups: best, promising, and innovative. This review of program practices also revealed shortfalls in the evaluation process and implementation of these programs. The findings can inform the government's direction as it addresses the need for a talented and high-performing workforce supported by contemporary and effective human resource systems and practices.

Book excerpt: Part-time, intermittent, seasonal, or temporary federal workers generally receive the same basic pay rate as permanent, full-time workers, but their eligibility for fringe benefits depends on various factors controlled largely by the employing agency. At present, the fringe benefits being paid to workers employed less than full-time are inequitable and inconsistent. Congress is currently taking steps to expand part-time career employment and to make fringe benefits commensurate with actual hours worked. Administration ceilings on employment limit flexibility and may cause agencies to design jobs based on the number of spaces available, rather than in terms of the work to be done. A number of hidden benefit costs associated with federal employment, particularly unemployment compensation benefits, are not recognized or charged to the employing agency, possibly decreasing incentive for proper work load management and discouraging good personnel management practices.
