Book Police Corruption

Download or read book Police Corruption written by Maurice Punch and published by Routledge. This book was released on 2013-01-11 with total page 297 pages. Available in PDF, EPUB and Kindle. Book excerpt: Policing and corruption are inseparable. This book argues that corruption is not one thing but covers many deviant and criminal practices in policing which also shift over time. It rejects the 'bad apple' metaphor and focuses on 'bad orchards', meaning not individual but institutional failure. For in policing the organisation, work and culture foster can encourage corruption. This raises issues as to why do police break the law and, crucially, 'who controls the controllers'? Corruption is defined in a broad, multi-facetted way. It concerns abuse of authority and trust; and it takes serious form in conspiracies to break the law and to evade exposure when cops can become criminals. Attention is paid to typologies of corruption (with grass-eaters, meat-eaters, noble-cause); the forms corruption takes in diverse environments; the pathways officers take into corruption and their rationalisations; and to collusion in corruption from within and without the organization. Comparative analyses are made of corruption, scandal and reform principally in the USA, UK and the Netherlands. The work examines issues of control, accountability and the new institutions of oversight. It provides a fresh, accessible overview of this under-researched topic for students, academics, police and criminal justice officials and members of oversight agencies.

Book excerpt: This Glossary explains the key elements required to classify corruption as a criminal act, according to three major international conventions: (1) the OECD Convention on Combating Bribery of Foreign Public Officials in International Business Transactions; (2) the Council of Europe’s Criminal Law Convention on Corruption; and (3) the United Nation’s Convention against Corruption. The specific purpose of this Glossary is to assist the countries of the OECD Anti-Corruption Network for Eastern Europe and Central Asia in their efforts to reform national anti-corruption criminal legislation according to the requirements of the above-mentioned conventions. The Glossary examines and elaborates on the requirements of the conventions and explains how they can be effectively introduced into the national legislation. The Glossary is also a practical tool for monitoring country compliance with the international anti-corruption conventions, as well as raising awareness of these conventions among experts in the region. Finally, this Glossary will be an important guide for legislators and policy makers in all countries committed to ensuring their anti-corruption legislation meets international standards. Even if a country is not a party to a particular anti-corruption convention, it might desire to comply with the standards of that convention to support the global fight against corruption and to assure foreign investors of a business environment that includes effective anti-corruption laws.

Book Corruption Control in Post Reform China

Download or read book Corruption Control in Post Reform China written by Guoping Jiang and published by Springer. This book was released on 2017-07-25 with total page 240 pages. Available in PDF, EPUB and Kindle. Book excerpt: The book examines corruption control in post-reform China. Contrary to the normal perception that corruption is a type of behavior that violates the law, the author seeks to approach the issue from a social censure perspective, where corruption is regarded as a form of social censure intended to maintain the hegemony of the ruling bloc. Such an approach integrates societal structure, political goals, and agency into a single framework to explain dynamics in corruption control. With both qualitative data from officials in power and officials in jail and quantitative data from university students, the book explores how the censure on corruption was created and has been applied from 1978 to the present. Though primarily intended for academics, the book is also accessible for general audiences, especially given its intriguing perspective and use of firsthand data on corruption that cannot be found anywhere else.

Book Raising Standards and Upholding Integrity

Download or read book Raising Standards and Upholding Integrity written by Great Britain. Home Office and published by . This book was released on 2000 with total page 24 pages. Available in PDF, EPUB and Kindle. Book excerpt: Corruption weakens economies, creates inequalities and undermines democratic government. The international business community is increasingly realising that a culture of corruption is a disincentive to investment and trade. With the development of e-commerce, tracking the place where a corrupt transaction has taken place is more difficult. The Government proposes a reform of the law of corruption itself and two key changes in the jurisdiction of UK courts: UK citizens to be triable in the UK for corruption offences committed abroad; and citizens of any country to be triable here even though the offences did not occur wholly within the UK. The main consideration of the proposals is to clarify and codify the law in line with developments both in this country and internationally.

Book Corruption and Criminal Justice

Download or read book Corruption and Criminal Justice written by Tina Søreide and published by Edward Elgar Publishing. This book was released on 2016-02-26 with total page 281 pages. Available in PDF, EPUB and Kindle. Book excerpt: Criminal law efficiency is a concept often referred to but seldom defined. Clarity, the author argues, is necessary for finding practical solutions to fundamental challenges in this area of law, especially with the criminal justice system itself at risk. Tina Søreide offers views in contrast to mainstream ideas on optimal criminal law responses to corruption, with emphasis on the fundamental role of the criminal justice system in the fight against corruption, and the effect this can have on other mechanisms in society. Her analysis explains the concept of criminal law efficiency through economic approaches and why many criminal law responses to corruption are at risk of becoming ‘façade strategies’ that may, in fact facilitate corruption. Corruption and Criminal Justice offers insights into the obstacles that policymakers and government advisors cannot ignore. It serves as an invaluable resource for advanced students and academics interested in law, economics, and large corporations.

Book Combating Corruption

Download or read book Combating Corruption written by John Hatchard and published by Edward Elgar Publishing. This book was released on 2014 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: This is a truly excellent book: wide-ranging, meticulous scholarship, very well written and easy to read. It should be on the desks of every senior civil servant, government lawyer and politician in every African country. After this book, there is no excuse for not having in place the necessary legal framework and equally important, for not using that legal framework to combat corruption.' - Patrick McAuslan, Birkbeck University of London, UK Drawing on numerous recent examples of good and bad practice from around the continent, this insightful volume explores the legal issues involved in developing and enhancing good governance and accountability within African states, as well as addressing the need for other states worldwide to demonstrate the 'transnational political will' to support these efforts. John Hatchard considers the need for good governance, accountability and integrity in both the public and private sector. He studies how these issues are reflected in both the African Union Convention on Preventing and Combating Corruption and the United Nations Convention Against Corruption. The book demonstrates that despite the vast majority of African states being party to these conventions, in practice, many of them continue to experience problems of bad governance, corporate bribery and the looting of state assets. It explores how the 'art of persuasion' can help develop the necessary political will through which to address these challenges at both the national and transnational levels. This unique and influential book will be of worldwide interest to those studying law, politics or business, as well as legal practitioners, policymakers, senior public officials, parliamentarians, law reformers, civil society organizations and the corporate sector. Available in PDF, EPUB and Kindle. Book excerpt: One of the most powerful words in the English language, corruption is also one of the most troubled concepts in law. According to Laura Underkuffler, it is a concept based on religiously revealed ideas of good and evil. But the notion of corruption defies the ordinary categories by which law defines crimes -- categories that punish acts, not character, and that eschew punishment on the basis of religion and emotion. Drawing on contemporary examples, including former assembly woman Diane Gordon and former governor Rod Blagojevich, this book explores the implications and dangers of maintaining such an archaic concept at the heart of criminal law.
