Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Reform in Parliamentary Business: House of Lords As the Lords are now constituted, they do not so much legislate as register, and Often with a bad grace, the decrees of the House of Commons. But a Second Chamber should do more than record the resolutions of the First it should complete and harmonise the whole Of legislation. In order to do this it must be capable Of a lively and intelligent sympathy with the nation at large; and we cannot too often repeat that the creation of this sympathy should be the reformer's prime Object. In the solution of our present problem let us begin by trying to conceive clearly the ends which should be sub served by a Second Chamber. We shall then be able to see how far the House of Lords at present attains those ends, and how far it stands in need of reform. Roughly speaking, the ends for which a Second Chamber should exist are three. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Available in PDF, EPUB and Kindle. Book excerpt: George Tsebelis’ veto players approach has become a prominent theory to analyze various research questions in political science. Studies that apply veto player theory deal with the impact of institutions and partisan preferences of legislative activity and policy outcomes. It is used to measure the degree of policy change and, thus, reform capacity in national and international political systems. This volume contains the analysis of leading scholars in the field on these topics and more recent developments regarding theoretical and empirical progress in the area of political reform-making. The contributions come from research areas of political science where veto player theory plays a significant role, including, positive political theory, legislative behavior and legislative decision-making in national and supra-national political systems, policy making and government formation. The contributors to this book add to the current scholarly and public debate on the role of veto players, making it of interest to scholars in political science and policy studies as well as policymakers worldwide.

Book The Political Economy of Policy Reform

Download or read book The Political Economy of Policy Reform written by John Williamson and published by Peterson Institute. This book was released on 1994 with total page 630 pages. Available in PDF, EPUB and Kindle. Book excerpt: Policymakers around the world have increasingly agreed that macroeconomic discipline, microeconomic liberalization, and outward orientation are prerequisites for economic success. But what are the political conditions that make economic transformation possible? At a conference held at the Institute for International Economics, leaders of economic reform recounted their efforts to bring about change and discussed the impact of the political climate on the success of their efforts. In this book, these leaders explore the political conditions conducive to the success of policy reforms. Did economic crisis strengthen the hands of the reformers? Was the rapidity with which reforms were instituted crucial? Did the reformers have a "honeymoon" period in which to transform the economy? The authors answer these and other questions, as well as providing first-hand accounts of the politically charged atmosphere surrounding reform efforts in their countries.

The subsequent three chapters address three main themes: external dependency of domestic states on international capital, political change under President Carlos Salinas and financial policy in Mexico. The second part presents the analysis of three main institutional changes to the financial system - development banking reform, commercial banking privatisation and autonomy of the central bank. Each specific case study shows how the reforms conformed to the ideas of the dominant consensus on economic policy and how they delivered an inefficient incentive structure.
