Yu Guangyuan (1915-) is a famous Chinese philosopher and economist. A member of the Chinese Communist Party from 1937, he has made significant contributions in the fields of Marxist theory and in state planning. He was head of the Political Research Office of the State Council from 1975 and the first director of the Economic Research Institute of the State Planning Commission. He has held many other important posts, and was editor-in-chief of the "Dictionary of Economics". The book is published in association with China Development Research Foundation, one of the leading economic and social think tanks in China, where many of the theoretical foundations and policy details of economic reform were formulated.

The question is usually debated in either a Chinese or an East European context; this collection of eleven essays is unique in taking the first steps toward a comparative analysis. Twenty years of experience with reforms in Hungary and a decade of experimentation with reforms in China proivde a critical mass of evidence for analyzing the problems endemic to cnetrally planned economies and the dilemmas faced in efforts to reform them. In reflecting on the Chinese and East European experiences, these essays trace the shift from a conception of reform as a mix of planning and makrets within the state sector to a socialist mixed economy with implications for the emergence of new social groups and autonomous social organizations. The emphasis is on the dominating institutional and bureaucratic presence of the state even as it sought to loosen the pre-1979 vertically structured centralised command system and to introduce some market principles to stimulate economic activity. The essays fall into four categories: theoretical and policy discussions and debates at the central leadership level; reform of the urban economy and of inter-regional relations; industrial and commercial reforms; and the rise and position of the new entrepreneurial class. Many of the essays draw on interviews with Chinese economic officials in the Central China city of Wuhan and therefore this is the only study that uses local data on actual operations of reforms from a Chinese city; the other sources are the Chinese press and Chinese official and scholarly journals. In each of the categories there are pieces from different points in the chronological process of reform. This study begins with the first theoretical discussions among China's economists and top political leaders in the late 1970s and concludes with experiments with bankruptcy and stock markets in the late 1980s. The countervailing heavy presence of the state at both the policy and the practical levels throughout the reform decade is its unifying theme.

As a result, this book should have appeal quite beyond undergraduate and graduate courses in modern China, and should extend to those political scientists and sociologists who take seriously fundamental themes of development.
