The purpose was to explore whether findings from former studies on ethics programs affect corruption, ethical leadership, and organizational culture. This study is pertinent to research because public organizations are central agents in today’s social service systems. There is a seriousness to this problem since one person’s unethical behavior and actions have crucial consequences on another person or their organization. The research design for this study is of a qualitative nature. Five face-to-face interviews will be conducted with different levels of staff from the Department of Public Social Services. Participants’ responses will be recorded, analyzed, and a narrative of findings will be documented in narrative form. Ethical leadership may not be necessary in the public sector so long as public administrators have a good leadership style that allows follower’s self-construal and self-leadership then employees can make ethical decisions on their own.
