Allfrey (1908-1986) is best known as the author of The Orchid House, a fictionalized account of her early life that was turned into a highly acclaimed film for British television. Born to a prominent family of formerly wealthy sugar planters in Dominica, Allfrey followed an unexpected path: a rising novelist (who is often paired with Jean Rhys in critical discussion) and Fabian socialist in England and the United States, she returned to Dominica to organize the peasantry and estate workers into the island's first political party. Ostracized by the white elite into which she was born, she led the Dominica Labour party to power and became the West Indian Federation's only woman (and only white) minister, only to find herself expelled from the party when the rise of black nationalism made it expedient. The biography recreates Allfrey's life as it unfolds against the background of twentieth-century Caribbean political and literary history, from the decline of the planter class through the rise of party politics and the efforts to join the anglophone West Indies into a federation, to the troubled sixties and seventies, decades marked by racial violence and the emergence of the former British territories from colonial control. This volume includes five autobiographical stories that have long been out of print.

Book excerpt: When this work was first published in 1966, there was much interest in various types of commodity agreements and compensatory financing as methods of reducing the effects of export fluctuations on the economies of developing countries. The book concluded that short term fluctuations in export earnings, though perhaps important for some countries, did not appear to be the general problem that had been assumed. If correct, it would suggest that any measures should be carefully designed to fit the situations of countries that were affected and be subjected to cost-benefit analysis. This led to many published and unpublished studies on the issues: some supported, others contradicted the book’s conclusions. The data available now are vastly greater and probably more accurate than pre-1966. However, the work and the issues it raised remain important because most schemes proposed to reduce export instability would be costly and likely to divert resources from uses more obviously aimed at raising economic development in most developing countries.

Zbigniew Brzezinski emphasizes the role of ideology and power in the relations among the communist states, contrasting bloc relations and the unifying role of Soviet power under Stalin with the present situation. He suggests that conflicts of interest among the ruling elites will result either in ideological disputes or in weakening the central core of the ideology, leading to a gradual decline of unity among the Communist states. The author, while on leave from his post as Professor and Director of the Research Institute on Communist Affairs, Columbia University, and serving on the U.S. State Department's Policy Planning Council, has revised and updated his important study and added three new chapters on more recent developments. He gives particular attention to the Sino-Soviet dispute.

Dominion over Palm and Pine traces the transnational ebb and flow of these union campaigns, situating them in the global history of colonialism and white supremacy, Black activism, and decolonization. Paula Hastings centres the British Caribbean in historical narratives that rarely take account of the region, challenging us to rethink the history of Canadian expansionism and its entangled relationship with nation building, the struggle for sovereignty at home and abroad, and Canada’s evolving role and reputation on the world stage. Widely conceived, the brokers of Canada’s international histories included a multiplicity of actors who shaped the evolving contours and outcomes of the debate: Canadian legislators, civil servants, businessmen, and social justice activists; Caribbean migrants, intellectuals, and anti-colonial nationalists; and British colonial officials, absentee planters, and politicians. Canada’s lack of an overseas empire is often vaunted as a national characteristic that sets Canada apart from the United States and the old European powers. Book excerpt: Li-Chun Hsiao attempts to rethink, under the rubric of globalization, several key notions in postcolonial theory and writings by revisiting what he conceives as “the primal scene of postcoloniality”—the Haitian Revolution. He unpacks and critiques the post-structuralist penchants and undercurrents of the postcolonial paradigm in First-World academia while not reinstating earlier Marxist stricture. Focusing on Edouard Glissant’s, C. L. R. James’s, and Derek Walcott’s representations of Toussaint L’Ouverture and the Haitian Revolution, the textual analyses approach the issues of colonial mimicry, postcolonial nationalism, and postcoloniality in light of recent reconsiderations of the universal and the particular in critical theories, and psychoanalytic conceptions of trauma, identity, and jouissance. Hsiao argues that postcolonial intellectuals’ characteristic celebration of the Particular, together with their nuanced denunciation of the postcolonial nation and the Revolution, doesn’t really do away with the category of the Universal, nor twist free of the problematic of the logics of difference/equivalence that sustains the “living on” of the nation-state, despite an ever expanding globality; rather, such a postcolonial phenomenon is symptomatic of a disavowed traumatic event that mirrors and prefigures the predicament of the postcolonial experience while invoking its simulacra and further struggles centuries later.
