Caught in their own factional battles and in the midst of corruption scandals, opposition parties were unable to successfully increase their share of the vote, and capture the undecided and disillusioned voter. Considering the future of South Africa’s electoral democracy at 25 years of democracy, Reflections on the 2019 South African General Elections will be of great interest to scholars of African Studies, South Africa, Governance and Elections. Book excerpt: Funding low-carbon transitions to address climate change is one of the major challenges of our time. Green bonds have emerged as a powerful tool to enlist institutional investors’ wealth for these transitions. But despite exponential growth in many parts of the world, the green bond market in South Africa has been stalling. This book project grapples with this puzzle. Firstly, it debunks some of the promises underpinning green bond markets and traces the manifold practices undergirding its promotion. Secondly, it identifies some barriers prohibiting the expansion of green bonds in emerging markets and zooms in on the depoliticizing tendencies a transition premised on financial innovation produces. Thirdly, this work discloses the idiosyncratic political economic challenges of a fossil-based economy in transition and shines a light on the competing elements of a ‘green’ and a ‘just’ transition. It argues that the limited uptake of green bonds can best be explained by the instrument’s inability to adequately incorporate the various demands levied on South Africa’s contested transition trajectory. In so doing, this book contributes important new qualitative insights into green bond markets-in-the-making and extends political economic scholarship on finance-led transition endeavors in emerging markets. It is a term that is used to describe both a judicialisation of politics where the Constitutional Court is called upon to uphold constitutional responsibilities, compensating for institutional failures in the broader democratic space, and instances where there is abuse of the legal process to escape accountability. When the court is dragged into politics, it forces an examination of the legitimate scope of judicial review. This book explains how judicialisation of politics leads to the politicisation of adjudication and further weaponisation of the law. Exploring the judicial-political dynamics of South Africa from 2009 onwards, the work traces the consequences of the judicialisation of politics for institutional resilience and broader constitutional stability. Through an in-depth study of judicial legitimacy, the book seeks to provide an overarching theoretical justification for the dangers that inhere in lawfare. It analyses the potential costs of both judicial statesmanship and strategies of deference and avoidance when trying to navigate the Court safely through the era of lawfare. South Africa offers an interesting crucible within which to observe an unfolding global trend. In fascinating detail, Ashwin Desai and Goolam Vahed bring the inner workings of the NIC to life against the canvas of major political developments in South Africa during the 1970s and 1980s, and up to the first democratic elections in 1994. The NIC was relaunched during the rise of the Black Consciousness Movement, which attracted a following among Indian university students, and whose invocation of Indians as Black led to a major debate about ethnic organisations such as the NIC. This debate persisted in the 1980s with the rise of the United Democratic Front and its commitment to non-racialism. The NIC was central to other major debates of the period, most significantly the lines drawn between boycotting and participating in government-created structures such as the Tri-Cameral Parliament. Despite threats of banning and incarceration, the NIC kept attracting recruits who encouraged the development of community organisations, such as students radicalised by the 1980s education boycotts and civic protests. Colour, Class and Community, The Natal Indian Congress, 1971—1994 details how some members of the NIC played dual roles, as members of a legal organisation and as allies of the African National Congress’ underground armed struggle. Drawing on varied sources, including oral interviews, newspaper reports, and minutes of organisational meetings, this in-depth study tells a largely untold history, challenging existing narratives around Indian ‘cabalism’, and bringing the African and Indian political story into present debates about race, class and nation.

It addresses these central issues in the context of comparative studies of vote buying, arguing that although party loyalists are disproportionately targeted in vote buying efforts, in total numbers—given the relatively small number of party loyalists in Indonesia—vote buying hits more uncommitted voters. It also demonstrates that the effectiveness of vote buying on vote choice is in the 10 percent range, which is sufficient for many candidates to secure a seat and thus explains why they still engage in vote buying despite high levels of leakage. Burhanuddin Muhtadi is a lecturer at State Islamic University, Jakarta. Present day scholarship on citizenship tends to problematise, unsettle and contest often taken-for- granted conventional connotations and associations of citizenship with imagined culturally bounded political communities of rigidly controlled borders. This book, the result of two years of research conducted by South African and Japanese scholars within the framework of a bilateral project on citizenship in the 21st century, contributes to such ongoing efforts at rethinking citizenship globally, and as informed by experiences in Africa and Japan in particular. Central to the essays in this book is the concept of flexible citizenship, predicated on a recognition of the histories of mobility of people and cultures, and of the shaping and reshaping of places and spaces, and ideas of being and belonging in the process. The book elucidates the contingency of political membership, relationship between everyday practices and political membership, and how citizenship is the mechanism for claiming and denying rights to various political communities. ‘Self’ requires ‘others’ to construct itself, a reality that is subject to renegotiation as one continues to encounter others in a world characterised by myriad forms of interconnecting mobilities, both global and local. Citizenship is thus to be understood within a complex of power relationships that include ones formed by laws and economic regimes on a local scale and beyond. Citizenship in Africa, Japan and, indeed, everywhere is best explored productively as lying between the open-ended possibilities and tensions interconnecting the global and local.
