More and more of us travel across city, county, even state borders every morning on our way to work. Our television, radio, and print media rely on a regional marketplace. Our businesses, large and small, depend on suppliers, workers, and customers who rarely reside in a single jurisdiction. The parks, riverfronts, stadiums, and museums we visit draw from, and provide an identity to, an area much larger than a single city. The fumes, gases, chemicals, and run-off that pollute our air and water have no regard for municipal boundaries. This book lays out a variety of opinions on regionalism, its history and its future. While the essays do not comprise a debate, pro and con, about regionalism, they do provide a wide array of perspectives, based on the authors' diverse backgrounds and experience. Some contributors have made close academic studies of how regional action occurs, in various states like Minnesota, California, and Oregon; others give an historical account of a particular region like that surrounding New York City; and yet others point out aspects of regionalism--race, especially-- that should not be ignored. Why did past efforts at regional collaboration fall apart? What did regionalist efforts of decades ago leave undone, and what new goals should regionalists set? Without an understanding of these questions, policymakers and advocates may find themselves "reinventing the region." This book provides an important understanding of how regionalism has played out in the past, how policies shape places, and the possibilities and limits of regional action. Bruce J. Katz, director of the Brookings Institution Center on Urban and Metropolitan Policy, was formerly chief of staff at the U.S. Department of Housing and Urban Development.

However, there is considerable confusion around what exactly regional competitiveness means, how it might be achieved, whether and how it can be measured, and whether it is a meaningful and appropriate goal for regional economies. The central aim of this book is to provide a comprehensive and critical account of these debates with reference to theory, policy and practice, and thus to explore the meaning and value of the concept of regional competitiveness. The book is structured into three parts. Part one introduces the concept of regional competitiveness by tracing its origins and exploring its different meanings in regional economic development. This will critically engage with political economy approaches to understanding the nature and dominance of the competitiveness discourse. Part two interrogates the pursuit of regional competitiveness in policy and practice. This critically evaluates the degree to which the pursuit of competitiveness is encouraging convergence in policy agendas in regions through an examination of key determinants of policy sameness and difference, notably benchmarking and devolved governance. Part three explores the limitations to regional competitiveness and explores whether and how its predominance in the policy discourse might be challenged by alternative agendas such as sustainable development and wellbeing. This focuses on the developing qualitative character of regional development. This volume critically engages with the theory and policy of regional competitiveness, thus providing the first integrated critique of the concept for undergraduate and postgraduate students, as well as academics interested in regional development and policy. It will unpack the concept of regional competitiveness and explain its usefulness, limitations and policy appeal, as well as examining its sustainability in the light of evolving governance structures and the imperatives of broadening regional development agendas.

Although many researchers have become interested in regional collaboration and its determinants, few have specifically studied its outcomes. This book contributes to filling this gap by critically re-evaluating the fundamental premise of the New Regionalism, which is that regional problems can be solved without regional/higher government. In particular, this research asks: to what extent does regional collaboration have a significant independent influence on the determinants of regional resilience? Using a comparative (Canada-U.S.) mixed-method approach, with detailed case studies of the San Francisco Bay Area, the Greater Montreal and trans-national Niagara-Buffalo regions, the book examines the direct and indirect impacts of inter-local collaboration on policy and policy outcomes at the regional and State/Provincial levels. The book research concentrates on the effects of bottom-up, state-mandated and functional collaboration and the moderating role of regional awareness, higher governmental initiative and civic capital on three outcomes: environmental preservation, socio-economic integration and economic competitiveness. In short, the book seeks to highlight those conditions that favor collaboration and might help avoid the collaborative trap of collaboration for its own sake. More specifically, this research concentrates on the effect of bottom-up, state-mandated and functional collaboration, the moderating role of regional awareness, governmental initiative and civic capital on environmental preservation, socio-economic integration and economic competitiveness. Whether in the nostalgic celebration of folk cultures or the urbane distaste for "hicks," certain regions of the country are identified as static, insular, and culturally disconnected from everywhere else. In Critical Regionalism, Reichert Powell explores this trend and offers alternatives to it. Reichert Powell proposes using more nuanced strategies that identify distinctive aspects of particular geographically marginal communities without turning them into peculiar "hick towns." He enacts a new methodology of critical regionalism in order to link local concerns and debates to larger patterns of history, politics, and culture. To illustrate his method, in each chapter of the book Reichert Powell juxtaposes widely known texts from American literature and film with texts from and about his own Appalachian hometown of Johnson City, Tennessee. He carries the idea further in a call for a critical regionalist pedagogy that uses the classroom as a place for academic writers to build new connections with their surroundings, and to teach others to do so as well.
