Book excerpt: Excerpt from History and Civil Government of Iowa: For the Use of Normal and Public Schools, Teachers Institutes, and Private Instruction In 1804, the Louisiana Purchase was divided by the thirty-third parallel of north latitude, the southern part to be known as the territory of Orleans, the north ern part, as the district of Louisiana. The district of Louisiana, embracing the present States of Arkansas, Missouri, Iowa and Minnesota, and the unexplored regions westward to the Rocky Mountains, was attached to Indiana, with William Henry Harrison for first gov ernor. Eight years later, Iowa was organized as a part of the territory of Missouri. In 1821, when Missouri was admitted into the Union as a state, Iowa was left out in the cold, politically, and no provision was made for the remainder of the Louisiana Purchase until 1834, when it became a part of the territory of Michigan. This connection lasted but a short time, however, for two years later, Iowa became a part of the territory of Wisconsin, then formed. In 1838, that part of the territory of Wisconsin lying west of the Mississippi was organized as the territory of Iowa, and Robert Lucas, of Ohio, was appointed first governor. Under his direction, the first census was taken, members of the legislature were chosen, and civil government in Iowa was begun. The act of congress that provided for the organization of this territory gave the governor full power to veto any and all acts of the legislature. Read ing serves as the most convenient and logical basis of classification. The first year pupils, or all pupils who read in the first reader, constitute the E division. All the pupils who read in the second reader should be classified in the. D division. Third and fourth year pupils are to be classed in th'e C division, provided they are correspondingly advanced in their other studies. The B division will include nearly all the pupils of the fifth and sixth years, or those who read in the fourth reader. But if for any reasons, pupils have not completed the work of the C division, they should not be promoted to the B division simply because they are in the fourth reader class. All pupils in the seventh and eighth years, who are in the fifth reader class and up in their other studies, make up the A division. In many rural schools, the organization and classification are exceedingly faulty. The reasons for this are apparent. Teachers and school directors are changed too frequently. Families move from one part of the country to another, and their children lose time, bring no grades or records from their former teachers, and always want to use their old books. Some pupils are slow; others fast. Some are strong; others are not able to carry full work. Some pupils are regular in attendance; while others are very irregular. Many rural Schools are taught by inexperienced teachers - high school graduates from town, who never attended a rural school. For all these reasons it may be that, not much dependence can be placed upon the classification of the preceding teacher. Book excerpt: Excerpt from Course in American Citizenship in the Grades: For the Public Schools of Iowa The Thirty-Eighth General Assembly passed an act providing for the teaching of American Citizenship in the public and private schools located in the State of Iowa, and providing for an outline for such subjects. In accordance with this act a brief outline was prepared soon after the law was enacted and mailed to all the schools as a guide for the work which was to be done. Then plans were made and a committee was appointed to hold conferences and later select a smaller committee to write the course of study. This outline is the result of the work of that committee and has been officially approved by the Department of Public Instruction and is now the official outline for the course in American Citizenship for the public and private schools in the State of Iowa. It is expected that every County Superintendent in the State will devote some time in the next teachers' institutes to giving the teachers instruction upon this course and explaining the methods by which the best results may be secured. I sincerely hope that this outline may be of much help to the pupils, teachers, parents, and boards of education and that it may result in making better qualified citizens in the State of Iowa.
