We rely on indicators to translate social phenomena into simple, quantified terms, which in turn can be used to guide individuals, organizations, and governments in establishing policy. Yet counting things requires finding a way to make them comparable. And in the process of translating the confusion of social life into neat categories, we inevitably strip it of context and meaning—and risk hiding or distorting as much as we reveal. With The Seductions of Quantification, leading legal anthropologist Sally Engle Merry investigates the techniques by which information is gathered and analyzed in the production of global indicators on human rights, gender violence, and sex trafficking. Although such numbers convey an aura of objective truth and scientific validity, Merry argues persuasively that measurement systems constitute a form of power by incorporating theories about social change in their design but rarely explicitly acknowledging them. For instance, the US State Department’s Trafficking in Persons Report, which ranks countries in terms of their compliance with antitrafficking activities, assumes that prosecuting traffickers as criminals is an effective corrective strategy—overlooking cultures where women and children are frequently sold by their own families. As Merry shows, indicators are indeed seductive in their promise of providing concrete knowledge about how the world works, but they are implemented most successfully when paired with context-rich qualitative accounts grounded in local knowledge.

The workshop met first for three days in September and then for a period of two days in November for extended discussion and analysis. The workshop was sponsored by the Committee on Basic Research in Education, which has been funded by the United States Office of Education through a grant to the National Academy of Education and the National Academy of Sciences - National Research Council. We acknowledge with pleasure the sponsorship which made possible a series oflively and stimulating meetings that were both enjoyable and instructive for the three of us, and, we hope, for most of the participants, including a number of local linguists and philosophers who did not contribute papers but actively joined in the discussion. One of the central participants in the workshop was Richard Montague. We record our sense of loss at his tragic death early in 1971, and we dedicate this volume to his memory. None of the papers in the present volume discusses explicitly problems of education. In our view such a discussion is neither necessary nor sufficient for a contribution to basic research in education. There are in fact good reasons why the kind of work reported in the present volume constitutes an important aspect of basic research in education.

Book excerpt: This volume of papers grew out of a research project on "Cross-Linguistic Quantification" originated by Emmon Bach, Angelika Kratzer and Barbara Partee in 1987 at the University of Massachusetts at Amherst, and supported by National Science Foundation Grant BNS 871999. The publication also reflects directly or indirectly several other related activ ities. Bach, Kratzer, and Partee organized a two-evening symposium on cross-linguistic quantification at the 1988 Annual Meeting of the Linguistic Society of America in New Orleans (held without financial support) in order to bring the project to the attention of the linguistic community and solicit ideas and feedback from colleagues who might share our concern for developing a broader typological basis for research in semantics and a better integration of descriptive and theoretical work in the area of quantification in particular. The same trio organized a six-week workshop and open lecture series and related one-day confer ence on the same topic at the 1989 LSA Linguistic Institute at the University of Arizona in Tucson, supported by a supplementary grant, NSF grant BNS-8811250, and Partee offered a seminar on the same topic as part of the Institute course offerings. Eloise Jelinek, who served as a consultant on the principal grant and was a participant in the LSA symposium and the Arizona workshops, joined the group of editors for this volume in 1989.

He was in many respects ahead of his time, and many of his innovations have become widely acknowledged, for example, his attack on the "myth of the given", his functionalist treatment of intentional states, his proposal that psychological concepts are like theoretical concepts, and his suggestion that attributions of knowledge locate the knower "in the logical space of reasons". However, while many philosophers have begun to acknowledge Sellars's inspiration in their work, their interpretation of his thought has not always been the most accurate. His writings are difficult. Individually, his essays are complex and sometimes rely on doctrines and arguments he put forward elsewhere. Non-realism, i.e., the view supported by Hugly and Sayward in their monograph, is an original position distinct from the widely known realism and anti-realism. Non-realism is characterized by the rejection of a central assumption shared by many realists and anti-realists, i.e., the assumption that mathematical statements purport to refer to objects. The defense of their main argument for the thesis that arithmetic lacks ontology brings the authors to discuss also the controversial contrast between pure and empirical arithmetical discourse. Colin Cheyne, Sanford Shieh, and Jean Paul Van Bendegem, each coming from a different perspective, test the genuine originality of non-realism and raise objections to it. Novel interpretations of well-known arguments, e.g., the indispensability argument, and historical views, e.g. Frege, are interwoven with the development of the authors’ account. The discussion of the often neglected views of Wittgenstein and Prior provide an interesting and much needed contribution to the current debate in the philosophy of mathematics.

Administrators have periodically evaluated the research of most full-time academics employed in British universities, seeking to distribute increasingly scarce funding to those who use it best. How do such attempts to quantify the worth of knowledge change the nature of scholarship? Juan Pablo Pardo-Guerra examines the effects of quantitative research evaluations on British social scientists, arguing that the mission to measure academic excellence resulted in less diversity and more disciplinary conformity. Combining interviews and original computational analyses, The Quantified Scholar provides a compelling account of how scores, metrics, and standardized research evaluations altered the incentives of scientists and administrators by rewarding forms of scholarship that were closer to established disciplinary canons. In doing so, research evaluations amplified publication hierarchies and long-standing forms of academic prestige to the detriment of diversity. Slowly but surely, they reshaped academic departments, the interests of scholars, the organization of disciplines, and the employment conditions of researchers. Critiquing the effects of quantification on the workplace, this book also presents alternatives to existing forms of evaluation, calling for new forms of vocational solidarity that can challenge entrenched inequality in academia.

What is it to be rational? On the basis of recent developments in semantics, a number of authors have embraced answers to these questions that have radically counterintuitive consequences, for example: • One can rationally accept self-contradictory propositions (e.g. Smith is a composer and Smith is not a composer).• Psychological states are causally inert: beliefs and desires do nothing. • The mind cannot be understood in terms of folk-psychological concepts (e.g. belief, desire, intention). • One can have a single concept without having any others: an otherwise conceptless creature could grasp the concept of justice or of the number seven. • Thoughts are sentence-tokens, and thought-processes are driven by the syntactic, not the semantic, properties of those tokens. In the first half of Conceptual Atomism and the Computational Theory of Mind, John-Michael Kuczynski argues that these implausible but widely held views are direct consequences of a popular doctrine known as content-externalism, this being the view that the contents of one's mental states are constitutively dependent on facts about the external world. Kuczynski shows that content-externalism involves a failure to distinguish between, on the one hand, what is literally meant by linguistic expressions and, on the other hand, the information that one must work through to compute the literal meanings of such expressions. The second half of the present work concerns the Computational Theory of Mind (CTM). Underlying CTM is an acceptance of conceptual atomism – the view that a creature can have a single concept without having any others – and also an acceptance of the view that concepts are not descriptive (i.e. that one can have a concept of a thing without knowing of any description that is satisfied by that thing). Kuczynski shows that both views are false, one reason being that they presuppose the truth of content-externalism, another being that they are incompatible with the epistemological anti-foundationalism proven correct by Wilfred Sellars and Laurence Bonjour. Kuczynski also shows that CTM involves a misunderstanding of terms such as “computation”, “syntax”, “algorithm” and “formal truth”; and he provides novel analyses of the concepts expressed by these terms.
