The problem has elicited a variety of societal and public policy responses over the years, concomitant with fluctuations in the economy and changes in the demographics of and attitudes toward poor and disenfranchised citizens. In recent decades, federal agencies, nonprofit organizations, and the philanthropic community have worked hard to develop and implement programs to solve the challenges of homelessness, and progress has been made. However, much more remains to be done. Importantly, the results of various efforts, and especially the efforts to reduce homelessness among veterans in recent years, have shown that the problem of homelessness can be successfully addressed. Although a number of programs have been developed to meet the needs of persons experiencing homelessness, this report focuses on one particular type of intervention: permanent supportive housing (PSH). Permanent Supportive Housing focuses on the impact of PSH on health care outcomes and its cost-effectiveness. The report also addresses policy and program barriers that affect the ability to bring the PSH and other housing models to scale to address housing and health care needs.

If neighborhood schools are good, if property taxes and crime rates are low, then the value of the homeowner’s principal asset—his home—will rise. Thus, as William Fischel shows, homeowners become watchful citizens of local government, not merely to improve their quality of life, but also to counteract the risk to their largest asset, a risk that cannot be diversified. Meanwhile, their vigilance promotes a municipal governance that provides services more efficiently than do the state or national government. Fischel has coined the portmanteau word “homevoter” to crystallize the connection between homeownership and political involvement. The link neatly explains several vexing puzzles, such as why displacement of local taxation by state funds reduces school quality and why local governments are more likely to be efficient providers of environmental amenities. The Homevoter Hypothesis thereby makes a strong case for decentralization of the fiscal and regulatory functions of government.

With the increased use of multi-section units and recent innovations in MH building technology, particularly integrated floor and chassis systems, many MH units are now virtually indistinguishable from conventional site-built units. Building inexpensively is impossible, they say, because there are too many regulations. Required environmental impact statements and habitat protection laws, they contend, drive up the costs of construction. But is this actually true? In a comprehensive study of the question, the authors of this eye-opening book separate fact from myth. With admirable clarity, they describe the policy debate from its beginning, review the economic theory, trace the evolution of development regulation, and summarize the major research on the topic. In addition, they offer their own research, accompanied by a case study of two strikingly different Washington, D.C., suburbs. They also include results of focus groups conducted in Dallas, Denver, and Tucson. The authors find that environmental regulatory costs—as a share of total costs and processes—are about the same now as they were thirty years ago, even though there are far more regulations today. Book excerpt: The Communities and Local Government Committee note that the quality of domestic electrical work has improved since some of it was brought within building control eight years ago. But much more needs to be done to protect people in their homes. The main mechanism for checking electrical work covered by Part P of the building regulations is satisfactory is certification by a qualified supervisor operating under a Government-approved competent persons scheme. As long as the qualified supervisor meets competence standards, the person carrying out the work does not necessarily have to be a qualified electrician. The report calls for competence requirements to be rolled out within five years for all those actually doing electrical work to which Part P applies. In the interim, it is recommended that there be a limit on the number of notifications that a single qualified supervisor can authorise in a year in order to ensure that they devote enough time to checking each job. The Government should aim to double public awareness of Part P within two years and aim for an awareness level similar to that of Gas Safe within five years (45%). Additionally, the report calls for more proactive enforcement against those who breach Part P.
