Book excerpt: The national office of Coal Mine Safety and Health in Arlington requested the Industrial Safety Division, Bruceton Safety Technology Center, to determine which materials might be best suited for welding and cutting curtains and/or thermal barriers in underground coal mines. The impetus for this study was two-fold: (1) CFR 30, Part 75.1105 requires underground transformer stations, battery charging stations, substations, compressor stations, shops and permanent pumps to be "...housed in fireproof structures or areas..." A suitable thermal barrier would be a material which would effectively provide protection of the coal seam from incipient fires in these areas; (2) Welding and cutting operations in underground mines can provide a source of ignition to initiate fires if not carried out using safe operating procedures. Use of suitable materials for confining sparks and molten slag in judiciously selected areas will serve to minimize the likelihood of future occurrences of such fires. As a result, a program information bulletin was issued (No. 84-9C) (Appendix D). The list of suitable materials was sent by MSHA to surface and underground operators as well as the District Managers in CMS&H. The bulletin provides information as to how other materials may be submitted to the Industrial Safety Division for evaluation.
