Available in PDF, EPUB and Kindle. Book excerpt: This thesis started by focusing on Dutch foster children’s well-being, emotional and behavioral functioning and placement stability. Subsequently, we attempted to identify how foster families who are considered to be at a high risk of placement breakdown could be given effective support. The findings from our studies demonstrate that a considerable proportion of foster children are functioning well, but that approximately half of the foster children suffer from problems at a clinical or borderline level, the level associated with placement breakdown. The transactional or bio-ecological perspective on foster child adjustment and foster family functioning, which acknowledges the importance of foster families’ different ecologies, was presented as a useful approach for systematically screening for risks and protective factors and subsequently organizing evidence based interventions to support foster families. Using a randomized controlled trial (n = 86), we examined the effectiveness of Parent Management Training Oregon (PMTO) for foster children (aged 4-12) with severe externalizing behavior problems in long-term foster arrangement. At the first sight, PMTO seems a promising direction for reducing foster care stress. However, the hypothesized added value of PMTO, above and beyond CAU, to improve parenting practices and child functioning could not be confirmed in this study. It is recognized that in these highly burdened foster families, many stressors have to be addressed effectively in order to reduce the risk of placement breakdown. This strategy is in need of thorough investigation, along with a number of related themes for future research outlined in this thesis.

Book excerpt: Researchers, practitioners, journalists and politicians increasingly recognise that foster care throughout the world is in a state of crisis. There are more and more children needing care and, as residential alternatives dry up, more of these children are being assigned to foster families. This book reports the major findings of a two-year longitudinal study of 235 such children who entered the foster care system in Southern Australia between 1998 and 1999. As well as examining the changing policy context of children's services, the book documents the psychosocial outcomes for these children, their feedback on their experiences of care, and the views of their social workers and carers. In the process, the book examines some cherished beliefs about foster care policy and sheds new light on them. The research reveals that while most children do quite well in foster care up to the two-year point, there is a worrying amount of placement instability at a time when the concentration of emotionally troubled children in care is increasing throughout the western world. Although, surprisingly, placement instability does not appear to produce psychosocial impairment for a period of up to eight months in care, it has an extreme effect on children who are moved from placement to placement because no carer will tolerate their behaviour. These children are consigned to a life of distribution and emotional upheaval because of the lack of alternative forms of care. Another unexpected finding of the research is that increasing the rate of parental contact achieves little or nothing in relation to the likelihood of family reunification. As child welfare increasingly enters a world of research-based practice, Children in Foster Care provides some much needed hard evidence of how foster care policy and practice can be improved.

Book excerpt: Placement instability in foster care affects a large number of children and considered to be the biggest issue affecting children in foster care (Steen & Harlow, 2012). This thesis project sought to increase our understanding of the causes of this instability. This project was guided by two research questions: 1) What factors contribute to placement instability for foster care children? 2) Among foster care children, what effect do parent only intervention programs have in comparison to parent-child intervention programs in promoting placement stability? The 45 studies, primarily cross-sectional and quasi-experimental, included in the two systematic literature reviews were found through the California State University of Los Angeles database and Google Scholar. The studies included in this project revealed that children's problematic behaviors and untrained foster parents were the leading causes for placement instability. Results indicated that Incredible years, Promoting First Relationships, Keeping Foster Parents Trained and Supported, and Multidimensional Treatment Foster Care for Preschoolers have components that were effective in increasing parenting skills thus placement instability. Recommendations for practice includes utilizing the findings to inform micro and macro practice in child welfare along with recommendations for future research utilizing longitudinal studies with ethnically diverse samples.

Although it has long been a critical service for millions of children in the United States, the increased attention given to this service in the last two decades has focused more on its inability to achieve its intended outcomes than on its successes. However, as social and political trends and new legislation reshape child welfare, policymakers and service providers continue to offer innovative policy and practice options for this child welfare service. Though use of the service has changed, family foster care remains important. Responding to a widespread sense of the "drifting" of children in care, Congress passed the Adoption Assistance and Child Welfare Act of 1980. This legislation became a key factor shaping the current status of family foster care. Its goal was to reduce reliance on out-of-home care and encourage use of preventive and reunification services; it also mandated that agencies engage in planning efforts for permanent solutions for foster children. Yet, despite federal mandates and funding, the child welfare system has continued to struggle to provide the level of services needed for children to reduce the amount of time children remain in temporary foster care. The latest response to these problems, the Adoption and Safe Families Act of 1997, established unequivocally that safety, permanency, and well-being were national goals for children in the child welfare system. To comply with the law, public and private agencies are required to initiate significant program and practice changes in the coming years to improve permanency outcomes and child well-being in family foster care. The central theme of the volume is accountability for outcomes, certainly a current driving force in child welfare as well as in other public and private service fields. This volume will be of interest to all concerned with the social welfare of children and families at the end of the twentieth century. Foster children are arranged to live and to be cared for emotionally, physically, mentally, and socially by foster parents who are certified by their respective state. Research investigated foster parents' abilities to access the necessary resources and supports that can enhance their knowledge, parenting skills, and retention rates for being a guardian to a foster child. Foster parents who receive specialized trainings and/or have access to an abundance of resources are better equipped to manage, respond, and support the foster child in their care. Adequate trainings and resources also led to results of foster children having an increase of placement stability. Research presented results that when foster parents don't receive specialized trainings or resources this affects both the foster parent and foster child. Foster parents will experience an increase of stress, feeling burnt out, and use ineffective parenting styles which correlates with an increase of placement disruptions. When foster children experience placement instabilities this increases externalizing behaviors and decrease their sense of security and attachment to trusted adults. Multidimensional Treatment Foster Care (MTFC) and Keeping Kin and Foster Parents Supported and Trained (KEEP) are two models supported in the literature that are heavily utilized to train foster parents in. Both MTFC and KEEP supported to reduce placement instabilities and empowered foster parents to effectively parent foster children that require a high attention of care. Further research is required to identify other effective resources and trainings for foster parents.

Book excerpt: Many foster children experience numerous placements while in out-of-home care; some up to fifteen in an 18 month period (Newton, Litrownik, & Landsverk, 2000). Placement stability is important for children to find permanent families, and for social, emotional and educational development of children. This study used the National Survey of Child and Adolescent Well-being (NSCAW) data set to examine foster child and caregiver characteristics, and the caregiver-child relationship as a predictor of placement stability in the long term foster care general sample. Logistic regression was performed with the Complex Samples add-on to appropriately weight the NSCAW sampling. Children who were placed in foster homes or kinship homes and who had not been returned home at the Wave 3 interview were included in the study. The sample consisting of 562 children was divided into three groups based on age: Early Group 1, childhood ages 1to 5, group 1;Group 2, Middle childhood ages 6 to 10, group 2; Group 3, Adolescence ages 11 to 18, group 3. Results are consistent with previous studies in that children in early childhood and middle childhood who were placed in foster homes were 83% and 87% less likely to achieve placement stability than children in kinship homes, respectively. In early childhood, each additional household member reduced the odds of achieving placement stability by 35%. The caregiver-child relationship did not predict placement stability.
