As a result, public and private initiatives for reducing emissions from deforestation and forest degradation (REDD) have been widely endorsed by policy-makers. A key issue is the feasibility of carbon trading or other incentives to encourage land-owners and indigenous people, particularly in developing tropical countries, to conserve forests, rather than to cut them down for agricultural or other development purposes. This book presents a major critique of the aims and policies of REDD as currently structured, particularly in terms of their social feasibility. It is shown how the claims to be able to reduce greenhouse gas emissions as well as enhance people's livelihoods and biodiversity conservation are unrealistic. There is a naive assumption that technical or economic fixes are sufficient for success. However, the social and governance aspects of REDD, and its enhanced version known as REDD+, are shown to be implausible. Instead to enhance REDD's prospects, the author provides a roadmap for developing a new social contract that puts people first.

While the existence of various international RBPs and carbon market schemes valuing emission reductions (ERs) presents multiple opportunities for countries participating in REDD+, there is a critical need to clarify ERs rights and determine who benefits from REDD+ results. This study offers a comprehensive comparative analysis that focuses on the nature and allocation of ER rights, as well as the legal entitlements associated with REDD+ outcomes. To conduct this study, legislation from more than twenty countries across Africa, Asia and the Pacific, and Latin America was reviewed between November 2021 and June 2023.

We analyze ten different scenarios through 2020, varying the global emission caps and the REDD rules. An inclusion of REDD credits without any adjustments in the global cap will lower carbon prices significantly and cause crowding out. The cap must move towards the 2 degrees climate target if REDD inclusion is to maintain high carbon prices and strong incentives for emissions reductions in other sectors. At the same time, reaching the 2 degree target without full REDD inclusion will increase global mitigation costs by more than 50%.

Book excerpt: Reducing emissions from deforestation and degradation (REDD) has been proposed as a potentially inexpensive and plentiful source of emission abatement to supplement other longterm climate policies. However, critics doubt that REDD credits are environmentally equivalent to domestic emission reductions, and suggest an excess supply may disrupt carbon markets. In this context, we investigate the economic implications of emissions market regulations and future emissions reduction commitments, as well as uncertainties in REDD credit supply. Numerical simulations with a multi-country equilibrium model of the global emissions market show unrestricted exchange of REDD units reduces the international carbon price by half and cuts Annex I compliance costs by roughly one third. Restricting supply or demand of REDD credits reduces price impacts, but comes at the cost of economic efficiency. Alternatively, Annex I reduction commitments could be increased by almost two thirds at constant carbon prices. While REDD provides large economic benefits for tropical rainforest regions, any REDD policy scenario also reduces wealth transfers to traditional CDM host countries through increased competition on the supply-side of the carbon market.
