Book excerpt: In major United States metropolitan areas, traffic congestion is costing Americans billions of dollars every year in terms of lost time and productivity, air pollution, and wasted energy. States and localities are seeking innovative and effective approaches to reduce traffic congestion and improve air quality. Many in the U.S. and worldwide are implementing and evaluating the potential of congestion pricing. This strategy involves pricing roadways during peak-travel periods.

Book Moving Los Angeles

Download or read book Moving Los Angeles written by Paul Sorensen and published by Rand Corporation. This book was released on 2008 with total page 639 pages. Available in PDF, EPUB and Kindle. Book excerpt: "The Los Angeles region has the most severe traffic congestion in the United States. Excessive traffic congestion detracts from quality of life, is economically wasteful and environmentally damaging, and exacerbates social justice concerns. Residents and policymakers agree that something must be done." "This volume recommends strategies for reducing congestion L.A. County that could be implemented and produce significant improvements within five years. The authors recommend a set of strategies that offer the greatest prospects for reducing congestion and improving transportation options in Los Angeles while considering complementary strategies for building consensus around effective, albeit potentially controversial, congestion-reduction measures. Though the specific recommendations proffered in the book are tailored to the L.A. region, leaders in other cities who are interested in strategies to reduce congestion should also find the study to be of value."--BOOK JACKET.

Book Technologies and Approaches to Reducing the Fuel Consumption of Medium and Heavy Duty Vehicles

Download or read book Technologies and Approaches to Reducing the Fuel Consumption of Medium and Heavy Duty Vehicles written by National Research Council and published by National Academies Press. This book was released on 2010-07-30 with total page 251 pages. Available in PDF, EPUB and Kindle. Book excerpt: Technologies and Approaches to Reducing the Fuel Consumption of Medium- and Heavy-Duty Vehicles evaluates various technologies and methods that could improve the fuel economy of medium- and heavy-duty vehicles, such as tractor-trailers, transit buses, and work trucks. The book also recommends approaches that federal agencies could use to regulate these vehicles' fuel consumption. Currently there are no fuel consumption standards for such vehicles, which account for about 26 percent of the transportation fuel used in the U.S. The miles-per-gallon measure used to regulate the fuel economy of passenger cars. is not appropriate for medium- and heavy-duty vehicles, which are designed above all to carry loads efficiently. Instead, any regulation of medium- and heavy-duty vehicles should use a metric that reflects the efficiency with which a vehicle moves goods or passengers, such as gallons per ton-mile, a unit that reflects the amount of fuel a vehicle would use to carry a ton of goods one mile. This is called load-specific fuel consumption (LSFC). The book estimates the improvements that various technologies could achieve over the next decade in seven vehicle types. For example, using advanced diesel engines in tractor-trailers could lower their fuel consumption by up to 20 percent by 2020, and improved aerodynamics could yield an 11 percent reduction. Hybrid powertrains could lower the fuel consumption of vehicles that stop frequently, such as garbage trucks and transit buses, by as much 35 percent in the same time frame.

Book Reducing Carbon Emissions from Transport

Download or read book Reducing Carbon Emissions from Transport written by Great Britain: Parliament: House of Commons: Environmental Audit Committee and published by The Stationery Office. This book was released on 2006-08-07 with total page 88 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Committee's report examines the challenges involved in efforts to reduce carbon emissions from the UK transport sector and makes recommendations to improve future progress, as part of its overall priority for the current Parliament of focusing on climate change issues. Topics discussed include: the Government's strategic priorities; measures to reduce carbon emissions from road transport, trains, water freight and aviation; emissions from developing economies; the future price and availability of oil. The report finds that reducing carbon emissions from transport is particularly challenging, given its dependence on oil, with transport being the only sector of the UK economy in which carbon emissions were higher in 2004 than the baseline year of 1990, and projected emissions likely to be higher in 2020 than in 1990. Amongst the report's 66 conclusions and recommendations, the Committee raises concerns over the lack of consistency and accuracy in methods used by the Government to calculate emissions projections; and highlights the need for more decisive action to actively encourage modal shift towards lower carbon modes of transport (such as trains, buses and low carbon cars and lorries) and to discourage marginal car and plane journeys. It recommends the introduction of a national road-user charging scheme as soon as technically possible, and a new policy to enforce speed limits; and an increase in air passenger duty (APD) and taxes on domestic flights. The report also calls for better local rail services and the need to make rail fare and ticketing structures simpler and more transparent in order to encourage greater use of rail services; and the need for a public information campaign to raise awareness about the reality and dangers of climate change and a cross-party approach to the measures required to tackle it.

Book Reducing C02 and other emissions from shipping

Download or read book Reducing C02 and other emissions from shipping written by Great Britain: Parliament: House of Commons: Environmental Audit Committee and published by The Stationery Office. This book was released on 2009-06 with total page 152 pages. Available in PDF, EPUB and Kindle. Book excerpt: The emission of greenhouse gases from shipping is a serious problem for international climate change policy and they cannot be allowed to grow uncontrolled. The International Maritime Organization (IMO) has estimated that international shipping was responsible for annual emissions of around 843 million tonnes of carbon dioxide (MtCO2) in 2007, or around 3 per cent of total man-made carbon emissions. This report follows up an earlier inquiry (Reducing carbon emissions from transport, HC 981-I, 9th report of session 2005-06, ISBN 9780215030412)and examines what efforts the Government is making in three main respects: (a) negotiations to tackle shipping emissions at an international level (within the IMO, the UN Framework Convention on Climate Change and the EU); (b) measures by which the UK is to take into account its share of international shipping emissions in domestic carbon budgets (through the Climate Change Act 2008); and (c) support in the UK for operational improvements and technological R&D aimed at reducing emissions from shipping. Very little progress has been made at the international level. A lack of urgency shown by industrialised nations and blocking actions by developing economies share the blame. The Government admits that the current calculation of the UK's share of international shipping emissions is an underestimate and should consult on how to improve the methodology it uses to calculate the UK's share of international shipping emissions. Government support for research and development should focus on technologies that can be retrofitted to existing ships, and offer a genuine alternative to fossil fuels, such as hydrogen fuel cells. There should be drastic acceleration of R&D into low- and zero-carbon propulsion systems.

Book Road Congestion Pricing in Europe

Download or read book Road Congestion Pricing in Europe written by Harry Ward Richardson and published by Edward Elgar Publishing. This book was released on 2008-01-01 with total page 409 pages. Available in PDF, EPUB and Kindle. Book excerpt: . . . this book is an interesting collection of papers on the topic of road congestion pricing. . . The reader should find this collection to be both interesting and informative, but also quite thought-provoking. . . The papers also provide some very useful information about projects that have not worked or have not been implemented for various reasons and lessons that can be learnt from failures to implement and failures of pricing schemes. Peter R. Stopher, International Planning Studies In February 2003, the London Congestion Charging Scheme was introduced and in 2006 a similar policy was introduced in Stockholm. In both cases automobile traffic entering the cordon declined by about 20 percent. This book evaluates these and other similar programs exploring their implications for the United States. While there is increasing interest in road pricing in the US in many individual states, the motivation is often highway financing rather than congestion relief. The contributors argue that the prospects for extensive implementation in the US remain uncertain. Nevertheless, this book illustrates that the European experience suggests political feasibility is much less of a hurdle than was once considered and that congestion pricing would have a significant impact in reducing traffic as it did in Europe. This study s value lies in the fact that it examines road pricing in the real world and not simply from a theoretical viewpoint. As a comparative study it will appeal to both policymakers and academics in transportation economics and planning, urban economics, planning and economic geography.

Book excerpt: The Los Angeles area has the most severe traffic congestion in the United States. Trends in many of the underlying causal factors suggest that congestion will continue to worsen in the coming years, absent significant policy intervention. Excessive traffic congestion detracts from quality of life, is economically wasteful and environmentally damaging, and exacerbates social-justice concerns. Finding efficient and equitable strategies for mitigating congestion will therefore serve many social goals. The authors recommend strategies for reducing congestion in Los Angeles County that could be imp.

Book Relocating world Population for Reducing GHG Emission

Download or read book Relocating world Population for Reducing GHG Emission written by Subhash Lele and published by Notion Press. This book was released on 2019-02-26 with total page 122 pages. Available in PDF, EPUB and Kindle. Book excerpt: The dominance of high energy consuming nations and the blame game seems to defeat the purpose of the Kyoto protocol in limiting global temperature increase to 2 degrees Celsius. In the Paris approach in 2015 voluntary targets from individual nations, indicate such commitments will unlock investments that ratchet up ambition on reducing emissions and eventually achieve the low-carbon world that all sides want. The studies show that the countries with highest emission are least vulnerable to climate change effects like rise in sea level, effects on flora and fauna etc. but the most vulnerable countries are African and small island countries which have little contribution to GHG (Green House Gases) emission. It is ironical and unjust for these developing and underdeveloped countries. It is a common saying that when normal methods fail to yield results, an ‘Out of the Box’ measure only may work. Out of multiple options discussed the book, the most acceptable option (and a few may think outrageous looking into political and social fabric of these countries) can be to relocate the population in EU28 countries, Canada and United States to effectively reduce global energy consumption. Author feels, Implementation of this measure, may give us, a reduction in energy consumption by a modest 10-15 % and can result in reduction of @ 1? C in global temperature. This can be a very encouraging gift to the society. The author would leave it at this, to the readers’ discretion to pour in more thoughts. I would be happy to receive feedback and comments.
