Characterized by a small number of contingency contracting officers, enlisted personnel and high turnover rates, the contingency contracting knowledge base is not being maintained. The purpose of this study is to design a knowledge management system that captures, retains aid shares the knowledge that is essential to the deployed contingency contacting process (DCCP). This study builds upon recent work to integrate knowledge management and system design and utilizes knowledge-based organizational process redesign (KOPeR), a measurement- driven redesign knowledge system, for analytical support. Results from this study suggest that DCCP knowledge management and process performance can be improved substantially.

In order to gain the order of magnitude change that is required for process innovation, the key processes must be redesigned from beginning to end using all the innovation techniques and resources available to an organization. A knowledge-based decision support tool called KOPeR-Lite was developed to assist Business Process Reengineering (BPR) novices in process innovation, KOPeR-Lite utilizes knowledge gained from BPR experts and the literature to perform measurement-driven inference, Such inference is used to interpret empirical measurements, diagnose process pathologies and match such diagnoses with appropriate transformations, This research assesses the effectiveness of process innovation techniques by examining the relative performance of BPR novices who use KOPeR-Lite with that of novices who do not use this system. Based on the results this research then employs KOPeR-Lite along with Davenport's innovation framework to redesign the process of contracting for goods and services at the Marine Corps Eastern Recruiting Region Regional Contracting Office, If implemented, the proposed redesigns offer considerable promise to improve the efficiency and effectiveness of the contracting process,

Book excerpt: In light of the continued investment in information technology by businesses in hopes of achieving a measurable benefit in terms of process efficiency and effectiveness, business process reengineering (BPR) is becoming increasingly important. BPR suggests that by radically redesigning underlying business processes, companies can achieve breakthrough improvements in productivity. BPR, however, is a knowledge intensive endeavor. A decision support tool called KOPeR-lite was developed with the intent of encoding the knowledge held by BPR experts and documented in BPR literature. This tool promises to assist BPR novices who are tasked with reengineering inefficient or ineffective processes. The purpose of this thesis is to determine the viability of using KOPeR-lite when BPR novices undertake process reengineering projects. It also proposes reengineering solutions for the permanent change of station orders process for USMC officers, which will be presented to the leadership in the Headquarter, U.S. Marine Corps (HQMC) Manpower and Reserve Affairs (M&RA) branch. If adopted, one of the proposed solutions promises to dramatically improve process performance.

Book excerpt: The purpose of this study was to document United States Marine Corps contracting and procurement activities during Operations Desert Shield and Desert Storm. This was accomplished by examining who was there, how they were organized, and in what type of actions the contracting and procurement professionals were involved. The researcher evaluated these areas to determine not only what improvements can be made, but also what should not be changed. The results of this study indicates that the Marine Corps needs to examine the following areas: the current organization of Marine Corps contracting, hardware and software requirements of contingency contractors, legal officer requirements, and the training and education needs of the contracting workforce. This study also recommends changes to the structure and organization of current contracting units, the standardizing of software used by the various contingency contracting organizations, the identification qualified legal officers to be deployed for contingencies, training for both contractors and senior commanders and the use of the lesson learned system to document contracting operations.

Book excerpt: Increased operational tempo, workforce reductions, and demanding legislation are creating a challenging environment for enlisted personnel serving in the contingency contracting force. Each branch of the U.S. military has responded differently to these challenges. The United States Marine Corps is heavily dependent upon enlisted personnel who are assigned the 3044 Military Occupational Specialty (MOS) to perform contingency contracting. This thesis explores the current environment, within which these contingency contracting Marines operate, and analyzes the affect this environment is having on their career development. The study begins with an examination of the historical development of contingency contracting, and a reviews Government commissions that called for reform, which resulted in the establishment of the Defense Acquisition Workforce Improvement Act (DAWIA). The research then describes the requirements levied against contracting personnel under DAWIA and how they affect the enlisted military personnel. With this framework in place the study then evaluates the resulting approach to utilizing enlisted personnel for contingency contracting within the Military Services (Army, Navy, Air Force, Marines). This evaluation focuses on the organizational structure, education opportunities, training, career development, and employment of enlisted personnel within each of these Military Services and how this understanding can improve the career development of 3044s.
