Book excerpt: The Tasmanian Government has established the Out of Home Care Foundations project to improve the quality of out of home care services, in response to the Commissioner for Children and Young People's 2017 report. One component of the project is the development of a new model of family based care to improve how carers are recruited, assessed, trained, and supported. This discussion paper considers approaches to family-based foster and kinship care and invites feedback from the public. Sections include: context and conceptual framework; program design of family based care; recruitment and registration of carers; pre-service training; carer assessment; approval of carers; registration of carers; placement; ongoing training; ongoing support and retention; respite care; and oversight and monitoring. The paper draws on themes from the research literature and commissioned reports, as well as insights from from preliminary consultation sessions held in 2017 with carers, young people, agency staff, and service providers. This project sits within 'Strong Families, Safe Kids' - Tasmania's broader reform agenda to redesign child safety services.
