Theories of international relations too often implicitly reduce the dynamics and outcomes of diplomacy to structural factors rather than the subtle qualities of negotiation. If diplomacy is an independent effect on the conduct of world politics, it has to add value, and we have to be able to show what that value is. In Diplomacy's Value, Brian C. Rathbun sets forth a comprehensive theory of diplomacy, based on his understanding that political leaders have distinct diplomatic styles—coercive bargaining, reasoned dialogue, and pragmatic statecraft.Drawing on work in the psychology of negotiation, Rathbun explains how diplomatic styles are a function of the psychological attributes of leaders and the party coalitions they represent. The combination of these styles creates a certain spirit of negotiation that facilitates or obstructs agreement. Rathbun applies the argument to relations among France, Germany, and Great Britain during the 1920s as well as Palestinian-Israeli negotiations since the 1990s. His analysis, based on an intensive analysis of primary documents, shows how different diplomatic styles can successfully resolve apparently intractable dilemmas and equally, how they can thwart agreements that were seemingly within reach.

Works of modern literature are commonly theorized as symptomatic responses to the trauma of history. In a climate that tends to privilege crisis over critique, Debarati Sanyal argues that it is urgent to rethink literary experience in terms that recall its contestatory potential. Examining Baudelaire's poems afresh, she shifts the focus of critical attention toward an account of modernism as an active engagement with violence, specifically the violence of history in nineteenth-century France. Sanyal analyzes a literary current that uses the traditional hallmarks of modernism—irony, intertextuality, self-reflexivity, and formalism—to challenge the historical violence of modernity. Baudelaire and the committed ironists writing in his wake teach us how to read and resist the violence of history, and thereby to challenge the melancholy tenor of our contemporary "wound culture." In a series of provocative readings, Sanyal presents Baudelaire's poetry as an aesthetic form that contests historical violence through rhetorical strategies of complicity, counterviolence, and critique. The book develops a new account of Baudelaire's significance as a modernist by dislodging him both from his traditional status as a practitioner of "art for art's sake" and from his more recent incarnation as the poet of trauma. Following her extended analysis of Baudelaire's poetry, Sanyal in later chapters considers a number of authors influenced by his strategies—including Rachilde, Virginie Despentes, Albert Camus, and Jean-Paul Sartre—to examine the relevance of their interventions for our current climate of trauma and terror. The result is a study that underscores how Baudelaire's legacy continues to energize literary engagements with the violence of modernity.

Book excerpt: On January 20, 1942, black oil mill worker Cleo Wright assaulted a white woman in her home and nearly killed the first police officer who tried to arrest him. An angry mob then hauled Wright out of jail and dragged him through the streets of Sikeston, Missouri, before burning him alive. Wright's death was, unfortunately, not unique in American history, but what his death meant in the larger context of life in the United States in the twentieth-century is an important and compelling story. After the lynching, the U.S. Justice Department was forced to become involved in civil rights concerns for the first time, provoking a national reaction to violence on the home front at a time when the country was battling for democracy in Europe. Dominic Capeci unravels the tragic story of Wright's life on several stages, showing how these acts of violence were indicative not only of racial tension but the clash of the traditional and the modern brought about by the war. Capeci draws from a wide range of archival sources and personal interviews with the participants and spectators to draw vivid portraits of Wright, his victims, law-enforcement officials, and members of the lynch mob. Weheliye develops a theory of "racializing assemblages," taking race as a set of sociopolitical processes that discipline humanity into full humans, not-quite-humans, and nonhumans. This disciplining, while not biological per se, frequently depends on anchoring political hierarchies in human flesh. The work of the black feminist scholars Hortense Spillers and Sylvia Wynter is vital to Weheliye's argument. Particularly significant are their contributions to the intellectual project of black studies vis-à-vis racialization and the category of the human in western modernity. Wynter and Spillers configure black studies as an endeavor to disrupt the governing conception of humanity as synonymous with white, western man. Weheliye posits black feminist theories of modern humanity as useful correctives to the "bare life and biopolitics discourse" exemplified by the works of Giorgio Agamben and Michel Foucault, which, Weheliye contends, vastly underestimate the conceptual and political significance of race in constructions of the human. Habeas Viscus reveals the pressing need to make the insights of black studies and black feminism foundational to the study of modern humanity.
