State-socialist regimes were considered to be politically stable due to their pervasive institutional and ideological control over the everyday lives of their citizens, impervious to reform and change, and representative of extreme political and economic dependency. Despite their contrasting historical experiences, they have been treated as basically identical in their institutional design, social and economic structures, and policies. Grzegorz Ekiert challenges this notion in a comparative analysis of the major political crises in post-1945 East Central Europe: Hungary (1956-63), Czechoslovakia (1968-76), and Poland (1980-89). The author maintains that the nature and consequences of these crises can better explain the distinctive experiences of East Central European countries under communist rule than can the formal characteristics of their political and economic systems or their politically dependent status. He explores how political crises reshaped party-state institutions, redefined relations between party and state institutions, altered the relationship between the state and various groups and organizations within society, and modified the political practices of these regimes. He shows how these events transformed cultural categories, produced collective memories, and imposed long-lasting constraints on mass political behavior and the policy choices of ruling elites. These crises shaped the political evolution of the region, produced important cross-national differences among state-socialist regimes, and contributed to the distinctive patterns of their collapse.

Linz and Alfred Stepan have increasingly focused on the questions of how, in the modern world, nondemocratic regimes can be eroded and democratic regimes crafted. In Problems of Democratic Transition and Consolidation, they break new ground in numerous areas. They reconceptualize the major types of modern nondemocratic regimes and point out for each type the available paths to democratic transition and the tasks of democratic consolidation. They argue that, although "nation-state" and "democracy" often have conflicting logics, multiple and complementary political identities are feasible under a common roof of state-guaranteed rights. They also illustrate how, without an effective state, there can be neither effective citizenship nor successful privatization. Further, they provide criteria and evidence for politicians and scholars alike to distinguish between democratic consolidation and pseudo-democratization, and they present conceptually driven survey data for the fourteen countries studied. Problems of Democratic Transition and Consolidation contains the first systematic comparative analysis of the process of democratic consolidation in southern Europe and the southern cone of South America, and it is the first book to ground post-Communist Europe within the literature of comparative politics and democratic theory.

A major theme of this account is the relationship between government policy and military preparedness and strategy. Author Jonathan M. House tells of generals engaging in policy confrontations with their governments’ political leaders—among them Anthony Eden, Nikita Khrushchev, and John F. Kennedy—many of whom made military decisions that hamstrung their own political goals. In the pressure-cooker atmosphere of atomic preparedness, politicians as well as soldiers seemed instinctively to prefer military solutions to political problems. And national security policies had military implications that took on a life of their own. The invasion of South Korea convinced European policy makers that effective deterrence and containment required building up and maintaining credible forces. Desire to strengthen the North Atlantic alliance militarily accelerated the rearmament of West Germany and the drive for its sovereignty. In addition to examining the major confrontations, nuclear and conventional, between Washington, Moscow, and Beijing—including the crises over Berlin and Formosa—House traces often overlooked military operations against the insurgencies of the era, such as French efforts in Indochina and Algeria and British struggles in Malaya, Kenya, Cyprus, and Aden. Now, more than fifty years after the events House describes, understanding the origins and trajectory of the Cold War is as important as ever. By the late 1950s, the United States had sent forces to Vietnam and the Middle East, setting the stage for future conflicts in both regions. House’s account of the complex relationship between diplomacy and military action directly relates to the insurgencies, counterinsurgencies, and confrontations that now occupy our attention across the globe.
