Book Civil Service Reform

Download or read book Civil Service Reform written by Donald F. Kettl and published by Brookings Institution Press. This book was released on 2010-12-01 with total page 126 pages. Available in PDF, EPUB and Kindle. Book excerpt: The authors of this book contend that the civil service system, which was devised to create a uniform process for recruiting high-quality workers to government, is no longer uniform or a system. Nor does it help government find and retain the workers it needs to build a government that works. The current civil service system was designed for a government in which federal agencies directly delivered most public services. But over the last generation, privatization and devolution have increased the number and importance of government's partnerships with private companies, nonprofit organizations, and state and local governments. Government workers today spend much of their time managing these partnerships, not delivering services, and this trend will only accelerate in the future. The authors contend that the current system poorly develops government workers who can effectively manage these partnerships, resulting too often in a gap between promise and performance. This short, lively, and bipartisan volume, authored by the nation's leading experts on government management, describes what the government of the future will look like, what it will need to work well, and how in particular the nation can build the next generation of workers required to lead it.

Book Recruiting Civil Servants Efficiently

Download or read book Recruiting Civil Servants Efficiently written by Great Britain. National Audit Office and published by The Stationery Office. This book was released on 2009 with total page 36 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 2007-08, central government recruited more than 40,000 new staff, with 78 per cent for positions at junior grades. The NAO's analysis of how six organisations recruit identifies three common issues: the costs of staff used in the recruitment process are too high; the length of the recruitment process is too long; and the quality of the recruitment process needs to be improved. There is no centrally held data on the cost of central government recruitment programmes but the NAO has found the internal staff costs of recruiting an individual vary from £556 to £1,921 per position. There is the potential to reduce these costs by up to 68 per cent, which could deliver savings in internal staff costs across government of up to £35 million a year, without compromising the quality of the candidates appointed. It can typically take 16 weeks to recruit a new member of staff. Time could be saved by better anticipating recruitment demands, using resources more effectively and, where possible, standardising the process. There is little evidence that central government organisations systematically test the quality or effectiveness of their recruitment process. Information on turnover of staff or surveys of candidates and managers are not routinely used to identify the successes and failings of the recruitment process. The report identifies a range of possible ways of improving external recruitment, ranging from better workforce planning and the standardisation of advertisements and job descriptions, to tailoring the amount of resource used in recruitment to the type of vacancy and sifting out unsuitable candidates at a much earlier stage in the process.

Download or read book Civil Service Management and Administrative Systems in South Asia written by Ishtiaq Jamil and published by Springer. Book excerpt: This book examines public administration in South Asia in the context of rapid changes and modernization of administrative traditions, thoughts, and practices. The existing literature has, however, not given adequate attention to these developments, at least in a single volume. The book describes both the shared administrative traditions of Bhutan, Bangladesh, China, India, the Maldives, Nepal, Pakistan, and Sri Lanka, and how far they have adapted their administrative systems to respond to contemporary administrative and governance challenges. The book studies how national civil service reforms have been carried out in each member state of South Asia and how the national civil service acts and different regulations are being implemented, as well as what are the critical factors associated with the implementation of national civil service acts and reform measures in the region.

Book China in the Post Deng Era

Download or read book China in the Post Deng Era written by and published by Chinese University Press. This book was released on 1998 with total page 724 pages. Available in PDF, EPUB and Kindle. Book excerpt: Deng Xiaoping's death marked the end of an era in contemporary Chinese politics. The first generation revolutionary leaders have gone, and the third generation leaders are genuinely in power. At the same time, economic reforms since 1978 have now reached a plateau, and a new impetus is called for to maintain the momentum of economic growth. Reform of the state enterprises is a good example of the situation. It is therefore an appropriate time to review developments in China and discuss what needs to be done in the future. A team of experts has been gathered to complete this formidable task. They come from Australia, China, Hong Kong and the United States. Each author deals with a specific policy area, and his/her chapter will cover: (1) what has been achieved since 1978; (2) an evaluation of the policies and reforms so far with emphasis on what needs to be done in the future; (3) what the plans of Chinese leaders on further reforms and future changes are, and what the author's evaluation of such plans is; and (4) what the vision following Deng's death will be.
