Book excerpt: In Embodying Relation Allison Moore examines the tensions between the local and the global in the art photography movement in Bamako, Mali, which blossomed in the 1990s after Malian photographers Seydou Keïta and Malick Sidibé became internationally famous and the Bamako Photography Biennale was founded. Moore traces the trajectory of Malian photography from the 1880s—when photography first arrived as an apparatus of French colonialism—to the first African studio practitioners of the 1930s and the establishment in 1994 of the Bamako Biennale, Africa's most important continent-wide photographic exhibition. In her detailed discussion of Bamakois artistic aesthetics and institutions, Moore examines the post-fame careers of Keïta and Sidibé, the biennale's structure, the rise of women photographers, cultural preservation through photography, and how Mali's shift to democracy in the early 1990s enabled Bamako's art scene to flourish. Moore shows how Malian photographers' focus on cultural exchange, affective connections with different publics, and merging of traditional cultural precepts with modern notions of art embody Caribbean philosopher and poet Édouard Glissant's notion of “relation” in ways that spark new artistic forms, practices, and communities.

The kinship between African traditions and novels has been under debate for the better part of a century, but the conversation has stagnated because of a slowness to question the terms on which it is based: orality vs. writing, tradition vs. modernity, epic vs. novel. These rigid binaries were, in fact, invented by colonialism and cemented by postcolonial identity politics. Thanks to this entrenched paradigm, far too much ink has been poured into the so-called Great Divide between oral and writing societies, and to the long-lamented decline of the ways of old. Given advances in social science and humanities research—studies in folklore, performance, invented traditions, colonial and postcolonial ethnography, history, and pop culture—the moment is right to rewrite this calcified literary history. This book is not another story of subverted traditions, but of subversive ones. West African epics like Sunjata, Samori, and Lat-Dior offer a space from which to think about, and criticize, the issues of today, just as novels in European languages do. In some cases, Muslim women have fought for and won new rights to political participation, reproductive health, and education. In others, their agendas have been stymied. Yet missing from this discussion, until now, has been a systematic examination of how civil society groups mobilize to promote women’s rights and how multiple components of the state negotiate such legislation. In Bargaining for Women’s Rights, Alice J. Kang argues that reform is more likely to happen when the struggle arises from within. Focusing on how a law on gender quotas and a United Nations treaty on ending discrimination against women passed in Niger while family law reform and an African Union protocol on women’s rights did not, Kang shows how local women’s associations are uniquely positioned to translate global concepts of democracy and human rights into concrete policy proposals. And yet, drawing on numerous interviews with women’s rights activists as well as Islamists and politicians, she reveals that the former are not the only ones who care about the regulation of gender relations. Providing a solid analytic framework for understanding conflict over women’s rights policies without stereotyping Muslims, Bargaining for Women’s Rights demonstrates that, contrary to conventional wisdom, Islam does not have a uniformly negative effect on the prospects of such legislation.
