Book Recovery of Debt by the Inland Revenue Forty Ninth Report of Session 2003 04 Report Together with Formal Minutes Oral and Written Evidence

Download or read book Recovery of Debt by the Inland Revenue Forty Ninth Report of Session 2003 04 Report Together with Formal Minutes Oral and Written Evidence written by Great Britain. Parliament. House of Commons. Committee of Public Accounts and published by The Stationery Office. This book was released on 2004 with total page 52 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Inland Revenue collects over £200 billion a year in tax and National Insurance contributions from 30 million taxpayers, ranging from individuals to multinational corporations. The total amount of debt from unpaid taxes stood at £12 billion at the end of March 2004, of which £3 billion was more than a year old. Following on from a NAO report (HCP 363, session 2003-04; ISBN 0102927596) published in March 2004, the Committee has examined the progress made by the Inland Revenue to speed up debt recovery, whether more can be done to encourage prompt payment and the application of good practice in debt management. Findings include that the Department should impose a surcharge on persistent late payers; use other government departmental records to find taxpayers it cannot trace; seek additional powers for enforcing debts similar to those of other tax authorities; and include debt management data in its performance measures.

Book excerpt: Following on from a National Audit Office report, (HCP 71, session 2002-03; ISBN 0102920060), the Committee has examined the Inland Revenue's management of the tax system for the year 2001-02 regarding: the control of Tax Credits, the management of tax debt; and the need to improve management information for control over tax systems. Their report draws the following overall conclusions: from 2003-04 the Inland Revenue will need to reconcile automatically the total amount paid by each employer under the new Tax Credits systems with that authorised for their employees in total; the Inland Revenue will need to demonstrate the effectiveness of the more sophisticated risk management structures being used to minimise errors and fraud in the new Tax Credit schemes operating from 2003; and further improvements are needed in the tax debt management initiatives being used.

This book was released on 2010-03-17 with total page 38 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report examines the action the Department for Work and Pensions is taking to tackle overpayment and stem the rising trend in benefit debt; improve its knowledge of its client base; and set realistic targets to improve debt collection and improve write-off. The Department has increased cash recoveries from £180 million in 2005-06 to £281 million in 2008-09. However, yet again, evidence proves that the Department needs to significantly improve how it makes benefit payments, it adds. The total amount of money owed to the Department as the result of benefit overpayments is now £1.85 billion and is rising as recoveries are not keeping pace with the increase in referrals. Helping customers avoid getting into debt is important for both the Department and its customers in managing their finances, and the increasing total level of debt reflects the difficulty of recovering money once overpayments have occurred. Overpayments arising from Income Support accounted for over 70 per cent of all debts at 31 March 2008. It is critical that the Department improves its debt prevention procedures and intervenes more directly to check that the circumstances of customers have not changed. In 2007-08, some £9.3 million of small overpayments below £65 were written off because the Department considered them too small to justify the cost of recovery action. But the Department does not distinguish between different types of debtor or different recovery routes in assessing whether the costs of recovery are likely to outweigh the benefits.

Book Management of tax debt

Download or read book Management of tax debt written by Great Britain: Parliament: House of Commons: Committee of Public Accounts and published by The Stationery Office. This book was released on 2009-06-09 with total page 44 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 2007-08, HM Revenue & Customs (HMRC) collected around £450 billion in tax and National Insurance contributions from 35 million taxpayers. At 31 March 2008 the Department was owed £17.3 billion in outstanding tax, interest and penalties, £4.5 billion of which was more than a year old. Debts arise when people or businesses forget to pay, do not understand the need to pay or deliberately try to avoid or delay payment. Most tax payments are made on time, but during 2007-2008 30 per cent of tax payments were made after they were due, the number of tax debts increased by 22 per cent and the level and age of debt increased on some taxes. HMRC needs to change the behaviour of taxpayers who persistently pay late. HMRC could do more to encourage prompt payment and it also lags behind best practice in recovering debt. For example, it does not risk score its debtors. Risk scoring would allow it to tailor the help it gives to those who do not understand their obligations or are in financial crisis, while dealing promptly with debtors who deliberately pay late. HMRC is also unable to automatically link debts owed on different taxes by the same taxpayer. In managing tax debt, HMRC must balance the need to maximise revenue for the Exchequer with that of offering support to individuals and businesses in temporary financial difficulty. Balancing these objectives becomes more difficult in a recession. Since launching the Business Payment Support Service in November 2008, HMRC had - by February 2009 - agreed over 60,000 'time to pay' arrangements with individual businesses, worth £1 billion in deferred tax.

This book was released on 2011-12-20 with total page 72 pages. Available in PDF, EPUB and Kindle. Book excerpt: HM Revenue & Customs faces a huge challenge to resolve long-standing problems with the administration of PAYE and tax credits while making substantial reductions to its running costs. The Department needs to stabilise its administration of PAYE following the problems encountered after a new processing system was introduced in 2009. It also needs to recover a significant amount of outstanding tax credit debt while minimising the amount of new debt being accumulated. While £900 million extra has been allocated to tackle tax avoidance, at the same time, following the 2010 Spending Review, the Department is required to reduce its running costs by £1.6 billion over the next four years. The Department has made progress in improving PAYE administration since the Committee's last examination of this area in 2010. However, as a consequence of the Department's handling of the 2009 transition to the new PAYE Service, it has had to forgo up to £1.2 billion of income tax underpaid from 2004-05 to 2009-10. Under current plans, it will take until 2013 before all processing backlogs are cleared and the new PAYE Service is operating as intended. The Department needs to focus on improving data quality in particular to sustain progress in PAYE administration. Without a clear plan for reducing tax credit debt, the level of uncollected debt will continue to rise to an estimated £7.4 billion by 2014-15. The Department has been forced to acknowledge that much of this debt will never be recovered from tax credit claimants, and recently wrote off some £1.1 billion of debt dating back to the introduction of the scheme.

Book excerpt: The Financial Crisis Inquiry Report, published by the U.S. Government and the Financial Crisis Inquiry Commission in early 2011, is the official government report on the United States financial collapse and the review of major financial institutions that bankrupted and failed, or would have without help from the government. The commission and the report were implemented after Congress passed an act in 2009 to review and prevent fraudulent activity. The report details, among other things, the periods before, during, and after the crisis, what led up to it, and analyses of subprime mortgage lending, credit expansion and banking policies, the collapse of companies like Fannie Mae and Freddie Mac, and the federal bailouts of Lehman and AIG. It also discusses the aftermath of the fallout and our current state. This report should be of interest to anyone concerned about the financial situation in the U.S. and around the world.THE FINANCIAL CRISIS INQUIRY COMMISSION is an independent, bi-partisan, government-appointed panel of 10 people that was created to "examine the causes, domestic and global, of the current financial and economic crisis in the United States." It was established as part of the Fraud Enforcement and Recovery Act of 2009. The commission consisted of private citizens with expertise in economics and finance, banking, housing, market regulation, and consumer protection. They examined and reported on "the collapse of major financial institutions that failed or would have failed if not for exceptional assistance from the government."News Dissector DANNY SCHECHTER is a journalist, blogger and filmmaker.
