C, Vol. 18: Compiled by the Committee on Publication and the Recording Secretary Few travelers on the Potomac River as they pass Mathias Point, are aware that the neighborhood is the scene of one of the most interesting episodes in our National History. That majestic stream which at that place is about two miles wide, there makes a turn from northeast to southeast, almost at a right angle in its course, and is deeper than at any other part of its channel. A part of the right bank of the river in this vicinity, and the east bank opposite Mathias Point and for several miles below, are bordered by stately bluffs some of which reach a height of over eighty feet. Upon the bluff at the south side of the mouth of Pope's Creek, directly east from Mathias Point, the leading character of this sketch, Thomas A. Jones, resided during the greater part of the continuance of the war, from 1861 to 1865, for the maintenance of the Federal Union. From this elevation an attractive river vista extends to Maryland Point ten miles to the southwest, where it is boldly arrested by the promontory at Potomac Creek. Another prospect opens to the south where it picturesquely expands for twenty miles until it fittingly tones into the horizon at the mystical Cliffs of Nomini. The Circuit Court of this District established under the Act of February 27, 1801 (2 Stat. L. 103) was then the court of general jurisdiction. It was composed of three judges, Chief Judge James Dunlop, and assistant judges, James S. Morsell and William M. Merrick. C, Vol. 8 When the charter to the Bank of Alexandria was granted in 1792, the population of the United States was less than The banking history of our country was in its infancy. The first bank of discount and deposit in the United States was organized in 1781. The institutions engaged in banking in 1792 were only five or six in number. The monetary history of the country had at that time little to commend it and much to condemn it. Various monetary devices had been resorted to during the entire colonial period without any degree of success. For one hundred and fifty years prior to the establish ment of the Bank of Alexandria our colonies had been vexed and harassed with the problem of a stable and sufficient currency. Historians agree generally that our first immigrants brought little or no money into the colonies. Accordingly sundry devices were re sorted to, such as wampum, tobacco, corn, rice and tar, as mediums of exchange. From 1700 to 1790 gold and silver in limited quantities and colonial and continental paper money in large quantities constituted the cur reney of the country.
