Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Records of the Cape Colony, Vol. 24: From November to the End of December 1825, Copied for the Cape Government, From the Manuscript Documents in the Public Record Office, London My Lord, - On receipt of your Lordship's Instructions that we should investigate the complaints that had been preferred to your Lordship in the statements of Mr. Thomas Pringle, we did not delay to address a letter to Mr. Pringle, who has resided on the Frontier during the present year, and to intimate our readiness to enter upon such an inquiry; and in proceeding to report the result of the information that we have acquired upon the several points upon which he has urged his claim to compensation, we will consider them in the order in which they are discussed in his statement. Your Lordship is already informed that Mr. Pringle emigrated to this Colony in the year 1820, as the Head of a Party of Scotch Agriculturists, who were located at a distant and disturbed part of the Frontier on the Baviaan's River in the District of Graaff Reinet. He appears at first to have entertained other views in settling at the Cape, but to have relinquished them for a time, and to have accompanied his Party to that distant part of the Colony, where his intelligence and industry were conspicuously directed to the encouragement of his Settlers in surmounting the difficulties of their situation. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Records of the Cape Colony, Vol. 21: From April to June 1825, Copied for the Cape Government, From the Manuscript Documents in the Public Record Office, London My Lord, - Since I had the honor of addressing your Excellency on the 26th Ultimo, Mr. Bishop Burnett has addressed another representation to my Under Secretary of State, of which I annex a copy for your Excellency's information. It appears from the documents annexed to that representation that your Excellency had directed Mr. Burnett to be prosecuted for a Memorial which he presented to You praying for a revision of certain judicial proceedings which had been adopted against him under the decision of a Commission of Circuit. In this Memorial he took occasion to make the grossest charges against the Judicial Authorities of your Excellency's Government. I am ready to admit that this was not necessary for the furtherance of his application; nor am I prepared to deny that the presenting a Memorial to your Excellency containing defamatory charges against any of the Public Authorities may be prosecuted according to the Dutch Law. But you must be aware that this is not the case according to the English Law, and in administering the Law in your Government, more particularly in what relates to the right of petitioning, the Dutch Law should be tempered by that of this Country. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Records of the Cape Colony, Vol. 27: From June to September 1826, Copied for the Cape Government, From the Manuscript Documents in the Public Record Office, London My Lord, - With reference to the latter part of your Lordship's despatch of the 20th February last addressed to Lord C. Somerset proposing that an Ordinance should be promulgated for levying a tax upon slaves, I beg leave to submit the following statement. I was aware previously to the receipt of Your Lordship's despatch, from communications made to Lord C. Somerset and to me by His Majesty's Commissioners of Enquiry, that the proposed tax on Slaves made part of a general arrangement for the financial concerns of this Colony which the Commissioners intended to recommend to Your Lordships consideration. I was aware by that arrangement was contemplated the removal of several taxes considered by the Commissioners as inexpedient or oppressive, and that upon the whole they imagined the proposed alterations would not impose much additional burden on the People. I therefore thought it right to communicate to them Your Lordships instruction, requesting them at the same time to acquaint me with the nature and amount of the taxes proposed to be taken off, and expressing my opinion of the inexpediency of laying on at. this period of commercial distress and actual scarcity of food, any additional taxation without the relief proposed to accompany it.
