Avec la création du Canada en 1867 s'amorce la mise en place d'une politique canadienne qui, au-delà des grands principes de reconnaissance, s'enferme dans une série de lois discriminatoires qui aboutissent, en 1876, à la Loi sur les Indiens du Canada... Cette loi, comme une camisole de force, en vient à qualifier pour disqualifier les autochtones sur le plan de la reconnaissance tant politique que juridique. Il faudra attendre les années 1970 pour que s'amorce une difficile déconstruction de l'histoire d'un système de discrimination systémique. Propos du premier ministre René Lévesque lors des discours en appui à la motion de l'Assemblée nationale du Québec qui reconnaît les nations autochtones du Québec (20 mars 1985) : « En terminant, on me permettra, M. le Président, de proposer, conformément à plusieurs recommandations qu'on a reçues depuis le dépôt de la présente motion, que le mot bande qui est très courant, mais pas partout chez nos concitoyens amérindiens, soit remplacé par le mot communauté, au cinquième paragraphe de la motion. Ce nouveau terme, qui est tout simplement plus englobant que le précédent, est également plus respectueux de la diversité des nations autochtones et convient mieux, en particulier, lorsqu'on s'adresse aux Inuits. Il pourrait aussi permettre, le cas échéant, de conclure des ententes avec une communauté autochtone composée d'un groupe d'Indiens important, mais qui seraient sans statut ou hors réserve, et on sait qu'il y en a plusieurs milliers chez nous. » (Assemblée nationale du Québec, 19 mars 1985)

Book excerpt: One of the problems facing Europe is that the building of institutional Europe and top-down efforts to get Europeans to imagine their common identity do not necessarily result in political and cultural unity. Anthropologists have been slow to consider the difficulties presented by the expansion of the EU model and its implications for Europe in the 21st Century. Representing a new trend in European anthropology, this book examines how people adjust to their different experiences of the new Europe. The role of culture, religion, and ideology, as well as insiders' social and professional practices, are all shown to shed light on the cultural logic sustaining the institutions and policies of the European Union. On the one hand, the activities of the European institutions in Brussels illustrate how people of many different nationalities, languages and cultures can live and work together. On the other hand, the interests of many people at the local, regional and national levels are not the same as the Eurocrats'. Contributors explore the issues of unity and diversity in ‘Europe-building' through various European institutions, images, and programmes, and their effects on a variety of definitions of identity in such locales as France, Denmark, the United Kingdom, Ireland and Belgium.

By giving precedence to Inuit categories such as ‘inua’ (owner) and ‘tarniq’ (shade) over European concepts such as ‘spirit ‘and ‘soul’, the book compares and contrasts human beings and animals to provide a better understanding of human-animal relationships in a hunting society.

Book excerpt: After 133 years of operation, the 2009 closure of Ontario's government-run institutions for people with intellectual disabilities has allowed accounts of those affected to emerge. Madeline Burghardt draws from narratives of institutional survivors, their siblings, and their parents to examine the far-reaching consequences of institutionalization due to intellectual difference. Beginning with a thorough history of the rise of institutions as a system to manage difference, Broken provides an overview of the development of institutions in Ontario and examines the socio-political conditions leading to families' decisions to institutionalize their children. Through this exploration, other themes emerge, including the historical and arbitrary construction of intellectual disability and the resulting segregation of those considered a threat to the well-being of the family and society; the overlap between institutionalization and the workings of capitalism; and contemporaneous practices of segregation in Canadian history, such as Indian residential schools. Drawing from people's direct, lived experiences, the second half of the book gathers poignant accounts of institutionalization's cascading effects on family relationships and understandings of disability, ranging from stories of personal loss and confusion to family breakage. Adding to a growing body of work addressing Canada's treatment of historically marginalized peoples, Broken exposes the consequences of policy based on socio-political constructions of disability and difference, and of the fundamentally unjust premise of institutionalization.
