However, because the situation facing the Haitian people continues to worsen, the sooner we come to terms with that situation the better. Drs. Schulz and Marcella have made a major contribution to that process through their careful delineation of the "irreconcilable" elements in the Haitian "equation," their careful analysis of the various options available to U.S. policymakers, and the course of action which they have recommended.

Book excerpt: The concept of a "middle ground" between simple peace enforcement and traditional peacekeeping by lightly armed observers has been both ill defined and controversial. But the authors of this thoughtful yet challenging volume make a strong case for both the practicability and the desirability of such operations. "Coercive inducement"--the term was suggested by Kofi Annan, when he was undersecretary general for peacekeeping--is a form of coercive diplomacy that relies more on the deployment and demonstration of military force than on the use of force per se. In the absence of such an option, the international community finds it hard to respond to a variety of crises, including ones that can spiral into genocide. After first laying out general principles, the book explores four recent UN operations (in Somalia, Rwanda, Bosnia, and Haiti) in which coercive inducement was particularly relevant, and then presents operational guidelines for its use. Clear-sighted and pragmatic throughout, the authors conclude by suggesting when and to what extent the international community should commit itself to undertake coercive inducement.

Added to the budgetary restraints will be the uncertainties accompanying the changes in the political leadership in Congress where Republicans have replaced Democrats as chairs of all committees in both the House and Senate." U.S. forces will continue to be used in Military Operations Other Than War (MOOTW). However, ongoing emphasis on peacekeeping and peace enforcement operations in consonance with United Nations and other coalition partner swill cause the debate on the efficacy of this kind of use of U.S. force to intensify." The Caribbean will remain troublesome as the political and economic crisis in Cuba deepens. In Haiti, rising expectations will not be matched with socioeconomic progress and frustrations could well foster violence as the time for withdrawal of U.N. peacekeeping forces nears.
