Book excerpt: Mothers, Families, or Children? is the first comparative-historical study of family policies in Poland, Hungary, and Romania from 1945 until the eve of the global pandemic in 2020. The book highlights the emergence, consolidation, and perseverance of three types of family policies based on “mother-orientation” in Poland, “family orientation” in Hungary, and “child-orientation” in Romania. It uses a new theoretical framework to identify core and contingent clusters of benefits and services in each country and trace their development across time and under different political regimes, before and after 1989. It also examines and compares policy continuity and change with special attention to institutions, ideas, and actors involved in decision making and reform. As family policies continue to evolve in the era of European Union membership and new governmental and societal actors emerge, this study reveals mechanisms that help preserve core family policy clusters while allowing reform in contingent ones in each country.

This volume traces the development of social investment reforms across the regions of Nordic, Continental, and Southern Europe, as well as Central and Eastern Europe, North and Latin America, and North East Asia. The chapters in this volume study the impact of different structural drivers for social investment (e.g., demographic, poverty, demand for skill, or lack of an available workforce), the salience of social investment in the public debates, and the different political coalitions that led to or prevented the adoption of social investment strategies. The chapters are written by leading social policy scholars from different world regions. They all apply a joint theoretical framework (developed in the first of the two volumes) to explain the politics of social investment in a range of contexts and policy fields. The central theme is the interrelation between changes in production and working life on one hand, and changes in family life and reproduction on the other. The contributors focus on the pressures and contradictions produced by the division of functions between family and work, and on problems which have arisen as a consequence of the sometimes incompatible and even conflicting demands of the two institutions. In that time, women’s rights, and later gender equality, have become firmly established as an important area of global politics and human rights. What shape have these processes taken in different parts of the world? How do global and internationally designed institutions adapt to local cultural, religious, political, and economic contexts? What are the problems and contradictions embedded in this process when viewed from a global perspective? What effects do grassroots, local, and national actors have on transnational institutions? In answering the questions, the book draws on historical and global perspectives, beginning in the 1960s, an important moment for internationalization during the Cold War, and looking to a global selection of case studies. Providing a series of “snapshots” of historical and contemporary global gender equality politics, the chapters allow for an examination of how local, national, and transnational actors have interacted in ways that affect the dissemination of gender equality institutions, both formal and informal. The case studies demonstrate the relationship between the supranational, regional, national, and sub-national or “local.” They explore the power dynamics, interactions, and mutually constituting nature of two analytic levels of organizations and actors involved in the institutionalization of gender equality–the transnational level as well as the level of activity within specific national political systems (as represented by states, grassroots organizations, and other sub-national actors). The findings reveal that the institutionalization of gender equality is dependent on national and local context, the potential for interactions between gender equality policies and other state agendas, the depth of informal institutions, and the degree to which a given state is integrated into the norms of the international system.

Book excerpt: Provisioning for basic human needs is done in three main kind of institutions: the familial household; the commercial enterprise selling goods and services; the institutions of the Welfare State that provide education, medical care and other goods and personal services to all or to some specific groups of citizens in need. The purpose of this book is to study the interplay of these institutions and their impact on well-being, and to analyze key policies and measures that have been implemented in European countries. Institutions determine labour demand (men and women are hired by the institutions of the Welfare State or by market providers of care), the possibilities of consumption (wages earned can be used to buy goods and services only if such goods and services are provided by the market) and allocate people's time, in particular women's time, between paid work and unpaid domestic production and provision of care, shaping both the gender relations and time use of people of both sexes. The proper balance of these institutions is a prerequisite of well-being both of the care givers and of the care receivers, and also for satisfactory gender relations. The chapters in this book focus on the following sub-topics: gender and welfare regimes; gender, well-being and the provision of care in the family and the household; and gender and well-being in the labour market. They emphasise the interdependence of social and labour market policies in the context of fundamental changes in both working patterns (the increase in female labour-force participation rates) and social needs (including population ageing) and demonstrate that we need a more integrated approach to welfare policy which takes account not only of basic welfare entitlements, but also the need for supportive forms of service provision and employment regulation.

Book excerpt: Austerity has become the new principle for public policy in Europe and the US as the financial crisis of 2008 has been converted into a public debt crisis. However, current austerity measures risk losing past progress towards gender equality by undermining important employment and social welfare protections and putting gender equality policy onto the back burner. This volume constitutes the first attempt to identify how the economic crisis and the subsequent austerity policies are affecting women in Europe and the US, tracing the consequences for gender equality in employment and welfare systems in nine case studies from countries facing the most severe adjustment problems. The contributions adopt a common framework to analyse women in recession, which takes into account changes in women’s position and current austerity conditions. The findings demonstrate that in the immediate aftermath of the financial crisis, employment gaps between women and men declined — but due only to a deterioration in men’s employment position rather than any improvements for women. Tables are set to be turned by the austerity policies which are already having a more negative impact on demand for female labour and on access to services which support working mothers. Women are nevertheless reinforcing their commitment to paid work, even at this time of increasing demands on their unpaid domestic labour. Future prospects are bleak. Current policy is reinforcing the same failed mechanisms that caused the crisis in the first place and is stalling or even reversing the long term growth in social investment in support for care. This book makes the case for gender equality to be placed at the centre of any progressive plan for a route out of the crisis.
