Book excerpt: At the risk of sounding frivolous, there is a good case to be made for the argument that women constitute the revolutionary force behind contemporary social and economic transformation. It is in large part the changing role of women that explains the new household structure, our altered demographic behaviour, the growth of the service economy and, as a consequence, the new dilemmas that the advanced societies face. Most European countries have failed to adapt adequately to the novel challenges and the result is an increasingly serious disequilibrium. Women explicitly desire economic independence and the societal collective, too, needs to maximise female employment. And yet, this runs up against severe incompatibility problems that then result in very low birth rates. Our aging societies need more kids, yet fertility levels are often only half of what citizens define as their desired number of children. No matter what happens in the next decade, we are doomed to have exceedingly small cohorts that, in turn, must shoulder the massive burden of supporting a retired baby-boom generation. Hence it is tantamount that tomorrow’s adults be maximally productive and, yet, the typical EU member state invests very little in its children and families.

Since Hanna Pitkin’s seminal The Concept of Representation, the symbolic has been the least studied dimension of political representation. Innovatively adopting a discursive approach, this book - the first full-length treatment of symbolic representation - focuses on gender issues to tackle important questions such as: What are women and men symbols of, and how is gender constructed in policy discourse? It studies what functions symbolic representation fulfils in the construction of gender, what social roles get legitimized in policy discourse, and how this affects power constellations, ultimately revealing much about the relation between symbolic, descriptive, and substantive representation. Emanuela Lombardo and Petra Meier draw on theories of symbolic representation and gender, as well as rich primary material about political debates on labour and care issues, partnership and reproductive rights, gender violence, and quotas. Using this original data, the authors show that reconsidering symbolic representation from a discursive perspective makes explicit issues of (in)equality embedded within particular constructions, as well as their consequences for political representation and gender equality. This important exploration raises relevant new questions regarding the representation of gender that form valuable contributions to the fields of political science, political theory, sociology, and gender studies.

Book excerpt: This book considers the reconciliation of unpaid care and paid work which is among the most pressing and difficult problems currently facing employment law. The incompatibility of carers' needs and the demands of the labour market is commonly identified in relation to working mothers, but is by no means confined to this group as dependency for aspects of personal care can arise as a result of disability, illness or aging. In all of its forms, unpaid care is predominantly provided by women so that its intersection with paid work is severely gendered. In recent years European integration has focused on the need to increase employment rates whilst maintaining labour market flexibility. Many workers who seek to combine unpaid care with paid employment find themselves engaged in increasingly precarious forms of work, yet legal and policy responses have, to date, been reactive and incremental, resulting in a framework which is operationally ineffective in certain respects. Nicole Busby explores the potential for the development of a specific right to care within European employment law which would facilitate the reconciliation of these two central aspects of an individual's life and, in raising the status of care, would assist in the rebalancing of paid and unpaid work between men and women. The central premise is that the current constitutional and regulatory framework is in fact sufficiently flexible to take account of the diverse circumstances and resulting needs of working carers and that the European Court of Justice has the competence and capability to provide the necessary creativity to give effect to such a right. She argues that what is needed to instil coherence and consistency is a specific focus on unpaid work within European employment law, and provides a policy solution on how this should be brought about.
