Book excerpt: Two decades after the war, Bosnia and Herzegovina (BiH) still faces a weak national identity and ethnic and religious divisions that are further preventing the country from reaching sustainable peace and development. The education system is also divided along ethnic and religious lines. This study discusses research questions about challenges BiH has been facing on its way to peace transformation; about relation between the current educational system and development of sustainable peace in BiH; as well as to answer how to achieve positive and sustainable peace in BiH through peace education. In order to offer a peacebuilding framework the study offers an analysis of the role of education and educational programmes (formal and non-formal) in the creation of ethnic identity and peaceful coexistence in BiH since the Ottoman Empire until today. The study relies on interviews with stakeholders from BiH about gaps in the peacebuilding process, education system and suggestions for improvement.

However, they also continue to struggle with critical questions. When is the right moment to address the legacies of the past after violent conflict? How can societies address the past without deepening the pain that arises from memories related to the violence and crimes committed in war? How can cultures of remembrance be established that would include and acknowledges the victims of all sides involved in violent conflict? How can various actors deal constructively with different interpretations of facts and history? Two decades after the wars, societies in Bosnia, Serbia and Croatia – albeit to different degrees – are still facing the legacies of the wars of the 1990s on a daily basis. Reconciliation between and within these societies remains a formidable challenge, given that all three countries are still facing unresolved disputes either at a cross-border level or amongst parallel societies that persist at a local community level. Bosnia and Herzegovina's centuries-old tradition of religious coexistence is rapidly disappearing. Memories of a time when people shared the same schools, office space and living conditions are slowly giving way to a fear of "the others." Some positive interactions still take place due to family ties from mixed marriages, economic interdependence and old, enduring friendships. However, some efforts of top religious leaders, similar to those of the nationalistic politicians, seem to be driving society in the opposite direction. Religious leaders have a multilayered agenda, only one layer being interreligious dialogue and coexistence. Instead of being an example of true Abrahamic spiritual leaders, they very often meddle in politics and pursue their own separate religious and political interests. Education in religious understanding is unstructured and in most areas nonexistent. The Organization for Security and Cooperation in Europe (OSCE), an international organization with education as one of its major foci, suffers from the same weaknesses as other international organizations -- no institutional memory, no coordination nor any vision for the future.
