They account for a sizeable portion of the economy, by providing employment and a means of livelihood for much of the nonagricultural population. This paper is the result of a survey of the literature and extensive discussions with practicioners and its primary focus is a direct approach in support of microenterprises. Perhaps the simplest objective to pursue is access to credit. The main lesson from experimentation in this field is that the poor are bankable and and can be served relatively inexpensively, provided nontraditional lending methods are utilized (e.g. group lending). Technical assistance and support services can also be provided to help first-time entrepreneurs set up their own businesses, to assist microenterprises in their daily business, or to help them graduate to a larger size. The task of assisting microenterprises requires small, flexible, and responsive organizations, with sufficient autonomy to make ad hoc decisions, yet with adequate coordination at the national level. Such organizations include PVOs, NGOs, cooperatives, banks, business associations, churches and women's groups. The report recommends that capacity building be incorporated as a specific objective of microenterprise support programs and should be budgeted for. Shifting the focus of assistance from beneficiaries to support institutions is an effective way of reaching the most marginal groups.

Book excerpt: Economic development of Sub-Saharan Africa (SSA) depends to a large extent on the ability of subsaharan societies to introduce technical change, which in turn is the result of a confluence of many factors : a) scientific and technical knowledge; b) management; c) institutions; and d) proper economic and social environments. This paper deals only with one aspect of technical change in SSA : the production of scientific and technical knowledge. Part I presents a quantitative view of the scientific output in SSA based on data from the Science Citation Index that provides information on scientific publications and citations by field and by country. Since universities are the focus of scientific research and training in SSA, Part II analyzes enrollments and outputs of universities in SSA in the area of science and engineering to ascertain their future role in fostering science and engineering. Part III presents a picture of science education in secondary schools in a selected number of countries in SSA based on answers to a specially designed questionnaire. Part IV formulates a strategy for science and education in SSA and the possible role in the World Bank in this strategy.

Book excerpt: This report examines specific water harvesting systems in sub-Saharan Africa. Case studies of thirteen systems from six different countries are presented, and conclusions are drawn under the headings of techniques and engineering, production, socio-economic and project management aspects. A number of projects throughout the region, set up in the 1980's, have included water harvesting components. However, there is a wide range of techniques, approaches and costs - and the impact of these projects varies considerably. The majority of systems introduced are for crop production, but there are examples of water harvesting to establish trees in dry areas and for rehabilitation of grazing land also. The need for voluntary participation in all stages of project development is highlighted. It is evident that without this participation there is little or no chance of widespread adoption. The importance of indigenous systems of water harvesting, and their potential role as a base for planning, is stressed in the conclusions.
