Available in PDF, EPUB and Kindle. Book excerpt: GAO assessed the Social Security Administration's (SSA) progress in implementing GAO recommendations for improving SSA management, focusing on: (1) the status and effectiveness of SSA corrective actions; (2) the reasonableness, timeliness, and completeness of actions in progress; and (3) how SSA planned to sustain the actions and ensure their continued progress and effectiveness. GAO found that: (1) SSA made a number of organizational changes, appointed a senior executive officer, developed offices for financial management and strategic planning, and developed an agency-wide long-range plan for budget, planning, and decisionmaking processes; (2) SSA initiatives provided a framework for improved effectiveness and accountability, but were not sufficiently mature to evaluate properly; (3) the SSA Commissioner did not appoint a full-time information resources manager to integrate, coordinate and support long-range automatic data processing (ADP) efforts; (4) although SSA restructured so that top management could better understand and control ADP issues, no one below the Commissioner was accountable for information systems planning and integration; (5) SSA did not develop recommended performance standards and measures or establish a focal point for coordinating review and evaluation efforts; (6) SSA increased its focus on productivity, but lacked an institutionalized, systematic approach to productivity management; (7) SSA did not develop the necessary work standards to establish its staffing needs; (8) although SSA improved communications between employees and managers, concerns remained over the effects of continued staff cuts on work pressure and promotions; and (9) efforts to disseminate retirement information and develop future managers were ineffective.

Book Informing Social Security s Process for Financial Capability Determination

Download or read book Informing Social Security s Process for Financial Capability Determination written by National Academies of Sciences, Engineering, and Medicine and published by National Academies Press. This book was released on 2016-05-20 with total page 245 pages. Available in PDF, EPUB and Kindle. Book excerpt: The U.S. Social Security Administration (SSA) provides benefits to disabled adults and children, offering vital financial support to more than 19 million disabled Americans. Of that group, approximately 5.5 million have been deemed â€" by virtue of youth or mental or physical impairment - incapable of managing or directing the management of their benefits. Hence, a representative payee has been appointed to receive and disburse SSA payments for these beneficiaries to ensure that their basic needs for shelter, food, and clothing are met. Periodically, however, concerns have been expressed about the accuracy of the process by which SSA determines whether beneficiaries are capable of managing their benefits, with some evidence suggesting that underdetection of incapable recipients may be a particular problem. The importance of creating as accurate a process as possible for incapability determinations is underscored by the consequences of incorrectly identifying recipients either as incapable when they can manage their benefits or as capable when they cannot. Failure to identify beneficiaries who are incapable of managing their funds means abandoning a vulnerable population to potential homelessness, hunger, and disease. Informing Social Security's Process for Financial Capability Determination considers capability determination processes used by other similar benefit programs, abilities required to manage, and direct the management of, benefits, and effective methods and measures for assessing capability. This report evaluates SSA's capability determination process for adult beneficiaries and provides recommendations for improving the accuracy and efficiency of the agency's policy and procedures for making these determinations.

Book Agency Under Stress

Download or read book Agency Under Stress written by Martha Derthick and published by Brookings Institution Press. This book was released on 2011-03-01 with total page 246 pages. Available in PDF, EPUB and Kindle. Book excerpt: Prize-winning author Martha Derthick draws on the recent experience of the Social Security Administration to examine the quality of policymaker's guidance and the feasibility of their policies. Derthick concludes that many structural features of American government hinder good administration, that policymakers lack concern for administration, and that they often miscalculate the administrative consequences of their policy choices. To illustrate this argument, Agency Under Stress analyzes two much-publicized cases of poor performance by one of the biggest and best established of U.S. government agencies, the Social Security Administration. The first case is that of the supplemental security income program to support needy blind, aged and disabled persons. Given responsibility of administering the program in 1974, the Social Security Administration was unequal to the task: many payments were made in error; many eligible persons were not paid; computer systems were not ready; field employees worked millions of hours of overtime; and other agency programs suffered. The second case is that of an eligibility review that Congress ordered the Social Security Administration to conduct for disability insurance recipients in the 1980s. The results were similarly traumatic: of over 1.2 million cases examined, 495,000 had benefits terminated, and, flooded with appeals, the courts ruled overwhelmingly against the agency. Derthick's analysis and conclusions have far-reaching implications for how the government can effectively serve its clients.

The GAO watches over Congress, and investigates how the federal government spends taxpayers dollars. The Comptroller General of the United States is the leader of the GAO, and is appointed to a 15-year term by the U.S. President. The GAO wants to support Congress, while at the same time doing right by the citizens of the United States. They audit, investigate, perform analyses, issue legal decisions and report anything that the government is doing. This is one of their reports.
