The AMLA criminalizes money laundering by reference to eight predicate offenses and establishes the Anti-Money Laundering Office (AMLO) as Thailand’s financial intelligence unit. It imposes some customer due diligence obligations on a wide range of financial institutions (FIs) and requires these FIs to report transactions to the AMLO.

Yet, studies on how IRAs create and deploy their knowledge capacity are few and far apart. By addressing the underexplored question of the role of economics in regulatory policy making, this book fills a gap in two different strands of literature: on IRAs and on knowledge utilisation respectively. Only a few authors have taken a somewhat comparable approach (eg McGarity 1991, Morgenstern 1997, Jennings and Hall 2011), but their work focuses on US regulators. Conversely, little has been written on their European counterparts. This book also proposes an innovative solution to operationalise hypotheses on the role of expertise in policy making, and makes this contribution particularly relevant for recent debates on evidence-based policy making. Finally, it takes a close look at specific regulatory decisions by one of the oldest and most authoritative regulators.

Book excerpt: EXECUTIVE SUMMARY Extended Credit Facility (ECF) Arrangement: On June 26th, 2014, the Executive Board approved a three-year arrangement for a total amount equivalent to SDR 14.04 million (about US$21.7 million, 120 percent of quota). The equivalent of SDR 2.04 million was disbursed upon approval of the arrangement. The equivalent of SDR 2 million (about US$3 million) will be made available upon Executive Board completion of the first review. Recent Developments: The economy is slowly recovering from a protracted recession, but domestic demand remains weak. Financial balance sheets are strained by non- performing loans, private credit continues to contract, and inflation has been negative or low. Growth is expected to remain positive but below potential over the next two years, as private and public balance sheets are repaired. Discussions with creditors on a comprehensive restructuring of public debt have intensified. Program Performance: Policy implementation is off to a good start. The fiscal consolidation is proceeding as programmed and all quantitative performance criteria for the first review were met. Progress has also been made on the structural reform agenda, with two structural benchmarks met or expected to be met, and two to be finalized soon. In particular, the authorities overhauled the public financial management framework, prepared an initial strategy to strengthen weak public institutions and are modernizing the investment promotion framework. First Review: No substantive changes were made to the macroeconomic framework. Discussions focused on the fiscal outlook for 2014-15, and on structural reforms going forward. No changes are proposed to the programmed fiscal targets. Proposed new structural conditionality focuses on a continued strengthening of the fiscal policy framework through implementing regulations, debt management and revenue administration reforms, as well as a framework for sustainable use of receipts under the new citizenship-by-investment program. The program is still in early stages, and implementation risks remain.

Book excerpt: The draft Civil Aviation Bill proposes to transfer some 90 security regulation posts currently within the Department for Transport to the Civil Aviation Authority. The £5 million annual cost would also transfer - from the taxpayer to airports and, ultimately, to air passengers. In this report the Transport Committee warns the Government to ensure that the viability of smaller airports is not put at risk by the costs of new public information requirements and security changes proposed in the Bill. The Committee also calls for Ministers to take a more comprehensive approach to improving the air passenger experience, including services provided by the UK Borders Agency. Recommendations include: that public information requirements imposed on airports by the CAA do not generate unnecessary bureaucracy or cost and be clearly related to matters of importance to airline passengers; the special position of airlines, as the direct customers of airports, be recognised in the Bill; the Civil Aviation Authority (CAA) be given a secondary duty toward airlines, in recognition of their special position as primary customers of airports; measures are put in place to ensure the Competition Commission (or other relevant bodies) can strike out 'vexatious or frivolous appeals' mounted by airline or airports against licensing conditions.
