THE ORGANIZATION--OUR RETROSPECT. In looking over these answers to correspondents, who are all along and with few exceptions nothing if not warlike, my mind naturally reverts to what was all the time going on beneath the surface, and indeed occasionally cropping up above it. The organization was over spreading, north, south, east and west, but in these later months most notably in the west, greatly owing to the activity and earnestness of Edward Duffy. The West was certainly wide awake at last, but at all points of the compass there was life, and hope, and activity. As to the particular forms this activity was taking, or the particular places where it was most marked, that was directly known to me mainly through these correspondents of whom I have been talking so long, but of course only imperfectly through them, for I was far from encouraging anything like outspokenness on their part. I was very little out of Dublin during the time the Irish People lasted, and, on such flying visits as I paid to the south or the west, I did not put myself in the way of hearing much about the practical work. Of course I saw Stephens often, and from him I heard everything that lie knew, or at least that lie believed, but possibly sometimes only what he wished me to believe. Luby, when he was in town, I saw almost daily, having long talks at least once a week, and learning from him all that was being done or left undone. Luby, as I have mentioned before, unlike Kickham and myself, was in constant communication with the men in Dublin, and indeed elsewhere also, for he made more than one visit to the provinces during this time, and at least one to England. FENIAN TESTS AND FENIAN TITLES. Lubt, as I said, had left Paris shortly before I got back there; but, before leaving, had been entrusted by Stephens with the task of remodelling the oath of the I.R.B. This matter does not come strictly within my recollections, as I never took either test, and of course never administered either; and in fact only saw the form as it sometimes turned up conjecturally in the papers; but some account of these tests I must give, to make my narrative intelligible. I go on, then, to give an account of the matter in the words of Luby: --" This Phoenix affair"--(Luby had been giving me many particulars about that small Skibbereen business which I have not found myself inclined, or even able, to hitch into my narrative)--"This Phoenix affair also moved Stephens to cause me to draw up a new and simpler form of test, leaving out the clause of secrecy, but retaining that of obedience to superior officers. Henceforth we denied that we were technically a secret body. We called ourselves a mere military organization, with, so to speak, a legionary oath, like all soldiers." So far in explanation of the change, and of the general nature of both tests; but here are the full forms of both, as subsequently supplied to me by Luby, who with his usual scrupulousness feels bound, to say "that having preserved no copies, and consequently being now thrown wholly on the resources of my memory, I fear I can hardly give you the ipsissima verba. Still, I think I can answer for the substance and a close approach to the very words." Those who know anything about my friend and his phenomenal memory will think that he is putting the case for accuracy rather modestly. Book excerpt: "A Provisional Dictator" is a political biography of James Stephens, the founder of the Irish Republican Brotherhood. Marta Ramon traces Stephens' political and revolutionary career from his involvement in Young Ireland's insurrection in 1848 until his death in Dublin on 29 March 1901. James Stephens was born in Kilkenny in obscure circumstances in 1825. In 1848, he joined William Smith O'Brien's revolutionary attempt and took part in the skirmish at the Widow McCormack's house near Ballingarry. After the failure he escaped to France, where he worked as a translator and tutor of English. In 1856 he returned to Ireland, and in 1858 he founded the Irish Republican Brotherhood, the Irish branch of the Fenian movement. However, Stephens' continued reluctance to order the long-expected rising led to his overthrow in December 1866. After his deposition he exiled himself in France and until the early 1880s made several unsuccessful attempts to regain power. In 1891, he was finally allowed to return to Dublin, where he died on 29 March 1901. James Stephens is one of the most fascinating personalities in Irish nationalist history.Arrogant, dictatorial, manipulative and unscrupulous about the means to attain his ends, but intensely charismatic and mesmerisingly persuasive, he lacked essential qualities as a revolutionary leader, but can be ranked among the best political organisers of the nineteenth century. "A Provisional Dictator" follows Stephens' revolutionary career and the course of the IRB under his leadership, explaining the tactical and political motives behind his most controversial decisions.
