Au cours des trente glorieuses (1945 - 1975), leur population s'accroît grâce à un développement rapide des emplois industriel et tertiaires. Après 1975, la croissance démographique se poursuit dans les agglomérations proches de Paris et de la Loire moyenne. Ailleurs, les signes de déclin se multiplient. Durant ce demi-siècle, la morphologie urbaine est modifiée par la croissance des banlieues et la rénovation des centres-villes. Un processus de périurbanisation se développe et l'image d'une "petite ville éclatée" s'impose. Les rapports entre les petites villes et leur environnement rural et urbain se transforment. Les petites agglomérations concentrent une part croissante des habitants et des activités de leur bassin d'emploi. Par ailleurs, un grand nombre de petites villes deviennent des "satellites" des grands centres pendant ce dernier quart de siècle, les acteurs de l'économie locale s'efforcent de répondre aux effets de la crise et de l'augmentation du nombre des chômeurs. Aidées par l'Etat et l'Union européenne, les collectivités locales, les petites villes et leurs pays coopèrent afin de créer des emplois nouveaux. Cependant, les résultats du développement local restent modestes et pour la majorité des petites villes l'avenir est incertain.

Plusieurs raisons expliquent ce phénomène ; les commerces de proximité ferment, les logements sont vacants et vétustes, les jeunes migrent vers les grandes villes. Ce constat est d’autant plus problématique que les villes concernées constituent des lieux et espaces ruraux qui les caractérisent. Comment inverser cette tendance et redynamiser les centres bourgs ? Un dispositif expérimental sur six années a été lancé par le Gouvernement de manière à aider 54 communes de moins de 10.000 habitants ; aussi bien en matière financière et en aménagement. L’objectif est de créer une offre de logements, de commerces, d’équipements et de services adaptés aux besoins des habitants. Les communes doivent trouver les fonds nécessaires ainsi que des partenaires publics et privés pour la réalisation de ces projets. Pour ce type d’aménagement, le Géomètre Expert qui est très proche des élus, a sa place, par son devoir de conseil et le nouvel outil PRESAGE approuvé par l’UNGE.
