Book excerpt: Dans un contexte en transformation, les systèmes nationaux de recherche et d'enseignement supérieur rencontrent des défis semblables : avènement de la société ou de l'économie du savoir, globalisation scientifique, compétitivité, évaluation et, enfin, acceptation sociale des sciences et des techniques. Les Etats (mais aussi les chercheurs) répondent toutefois à ces défis de façon différente, en fonction de leur tradition, de leurs spécificités ou de leur marge de manoeuvre. La dimension internationale de la recherche et de l'enseignement supérieur est depuis longtemps un objet d'étude assez controversé et fait actuellement toujours problème : depuis la Seconde Guerre mondiale environ, l'internationalisation a certes été renforcée sous l'impulsion de divers programmes politiques et scientifiques et a débouché sur une redéfinition du clivage interne / externe, mais on observe aussi de nombreux discours politiques et scientifiques qui instrumentalisent la notion d'internationalisation à différentes fins. Des études de cas fouillées prises principalement dans les deux systèmes français et suisse de recherche et d'enseignement supérieur, placés dans une perspective comparative internationale, permettent de documenter le statut et le poids du phénomène d'internationalisation (Espace européen de la recherche, processus de Bologne, rankings, localisation des activités scientifiques, attitudes face à la recherche, sciences de la vie, nanotechnologies, open science, propriété intellectuelle, relations universités-entreprises).

This can be seen not only in professionalisation in fields such as faculty management or in areas of quality assurance and internationalisation, but also in the need for exchange and training in academic leadership, such as that of deans or study deans, or of university leadership in general. The Dialogue on Innovative Higher Education Strategies (DIES) is addressing this need in emerging countries by building platforms of exchange and offering training courses. Not only is the programme supporting capacity building of human resources, but it is also specifically focusing on inducing change within the universities, such as introducing new instruments or tools in the area of quality assurance and internationalisation, and addressing specific challenges or setting up new structures in the form of projects in the frame of the training. The ‘National Multiplication Trainings’ Programme under DIES is further addressing the sustainability and multiplication of the DIES Programme, that is, alumni are enabled to implement capacity building in higher education leadership and management in their national context. The articles within this volume of the “Potsdamer Beiträge zur Hochschulforschung” (Potsdam Contributions to Higher Education Research) analyse and share the experiences of such training programmes held in Colombia, Democratic Republic of Congo, Guinea, Malaysia, Kenya, and Uganda. Within those changes, reforms do not go ‘as planned’ but, as is always the case with processes of rationali- tion, have a series of unintended effects. At the same time it becomes incre- ingly clear who in this process are the winners and who are the losers, although this is still subject to fluctuation and change. This can be illustrated by two - amples from current events: Where the range of taught courses is concerned, as part of the Bologna Process the new structuring of student study paths and their organisation is aimed at unifying the European area of science to ensure a study that is equally permissive and efficient. However, it is to be deplored that the mobility of s- dents has become more restricted because of an increasing specialisation in the available study paths. Also, bachelor degrees do not meet with the anticipated high response from the labour market in all countries, so that the master’s degree is becoming more or less a ‘must’, while at the same time the number of study places on master’s courses is limited. Instead of the intended reduction in the duration of study time in comparison to the previous German ‘Magister’ and ‘Diplom’, rather a prolongation in the duration of studies has been recorded.
