Book excerpt: Climate change is happening now. Floods, droughts, heatwaves, and other climate‐related hazards are becoming more intense, longer and more frequent (EEA, 2023a). Over the last decade, European surface temperatures were more than 2°C warmer than pre-industrial levels, while the summer of 2023 was globally the hottest summer on record and the fifth hottest for Europe. Every tonne of greenhouse gas saved contributes to mitigating the consequences of climate change, and the EU is committed to stepping up the efforts and taking decisive action on the path towards climate neutrality. In recent decades, the EU has reduced its net greenhouse gas emissions, by almost one third while simultaneously fostering economic prosperity. Preliminary figures for 2022 indicate that total net greenhouse gas emissions, including international aviation GHG emissions (1), had decreased by 31% compared to 1990. Particularly within the sectors of energy supply and energy-intensive industries, both subject to the EU Emissions Trading System (EU ETS) since 2005, there has been a pronounced reduction in GHG emissions. However, the decrease in emissions covered by Member State targets within the effort sharing legislation, particularly in areas such as agriculture, transport, and buildings, has been slower. In parallel, according to the EEA's early estimates, the EU has successfully expanded the share of renewable energy consumption, with renewable sources accounting for an estimated 22.5% share by 2022. Furthermore, the EU has managed to reduce primary energy consumption by 16% since 2005 — attributed to more efficient energy conversions and an 8% reduction in final energy consumption, according to the EEA's early estimates for 2022.

Book excerpt: This report assesses whether EU member states and EEA countries are on track to achieve the objectives of the UN Framework Convention on Climate Change and the targets for cutting greenhouse gas emissions under the Kyoto Protocol, based mainly on analysis of domestic policies and measures. The data cover both actual progress during the years 1990 to 2003 and projected progress to the year 2010. The latest projections for 2010 show that existing domestic policies and measures by the EU-15 member states will not be sufficient to reach its Kyoto targets. However, this could be achieved with additional policies and measures currently being planned and the use of credits from emissions-saving projects in third countries through the Kyoto Protocol's "flexible mechanisms". All ten new EU Member States are on track to achieve their individual Kyoto targets.

Book excerpt: Building on its climate change mitigation policies and greenhouse gas emissions reductions over recent decades, the EU aims to become the world's first climate-neutral economy. Achieving climate neutrality will help Europe contribute to the Paris Agreement objectives of limiting global temperature increase to well below 2 ̊ C above pre-industrial levels and pursuing efforts to limit the temperature increase to 1.5 ̊ C, but will require substantial change across Europe. Some of this change has already been initiated and progress towards 2020 and 2030 targets to reduce greenhouse gas emissions is underway. A new long-term strategic vision for 2050, which the European Commission set out in November 2018, provides a range of challenging but feasible pathways for the transition towards climate neutrality. These pathways would all necessitate shifts in many areas of society, not least towards the intensified generation of low- to zero- carbon-based energy, as well as considerable savings in energy consumed. This report presents an analysis of the progress made in Europe towards 2020 and 2030 targets for climate and energy, based on official statistics on energy and greenhouse gas emissions up to and including 2017, preliminary data for 2018, and national projections of greenhouse gas emissions reported in 2019. The report shows that current efforts by Member States are still insufficient to achieve the EU targets set for 2030. As such, a further gear shift will be needed for the EU and its Member States to deliver collectively on their long-term objectives until 2050. In general, the 2020 targets appear to be achievable for greenhouse gas emissions reductions while they are just within reach for renewable energy developments. Meeting the energy efficiency target appears increasingly difficult as 2020 approaches.

Rarely in the publication of the annual Trends and projections in Europe report has this executive summary presented such substantial progress as this edition does. Preliminary estimates indicate that, in 2020, we witnessed the full achievement - and even overachievement - of Europe's 20-20-20 goals for climate change mitigation, renewable energy deployment and energy efficiency gains. This keeps Europe well on track in its journey towards climate neutrality by mid-century. Although the achievements of 2020 build upon many years of work towards climate and energy sustainability, the progress made in 2020 is also rooted in exceptional circumstances. The global COVID-19 pandemic has disrupted many key facets of European society and economy and has forced adaptation and change through crisis. At the time of this report's publication, Europe is slowly reopening from the lockdowns imposed in response to the pandemic, and stability is again becoming palpable. However, with the return of normalcy is the risk of returning to old habits, old consumption patterns and unsustainable practices. The way that European countries recover from the COVID-19 crisis will largely determine how much Europe's climate and energy progress can be accelerated in the coming years. Although the EU reached its greenhouse gas (GHG) emissions target for 2020 well before the pandemic and its impacts, and it was well on its way towards achieving the 2020 target for renewable energy shares, achieving climate neutrality by mid-century will demand change at a much more rapid pace over the next three decades.

But with recent key steps and achievements, such as the proposal for a European Climate Law earlier this year, followed by the amendment to increase the ambition of the 2030 targets, the way forward has become much clearer. Progress in greenhouse gas emission reductions across Europe has been reasonably steady in recent years, with the pace of reductions sufficient to reach the 2020 target of a 20 % reduction below 1990 emissions levels. However, continuing at the average pace achieved between 1990 and 2018 would not reduce emissions enough to reach the 2030 target of a 40 % reduction - let alone more ambitious reduction levels - without increased efforts.

Book excerpt: The latest projections from pre-2004 EU Member States (EU-15) show that greenhouse gas emissions could be brought down to 8.0 per cent below 1990 levels by 2010. If all existing and planned domestic policy measures are implemented and Kyoto mechanisms as well as carbon sinks are used, the EU-15 will reach its Kyoto Protocol target. This projection relies on figures from several Member States which suggest that they will cut emissions by more than is required to meet their national targets. Existing domestic policies and measures will reduce total EU-15 greenhouse gas emissions by a net effect of 0.6 per cent from 1990 levels. When additional domestic policies and measures (planned but not yet implemented) are taken into account, the EU-15 could reduce emissions by 4.6 per cent. The projected use of Kyoto mechanisms by ten of the EU-15 will reduce emissions by a further 2.6 per cent at a cost of EUR 2 830 million. The use of carbon sinks, such as planting of forests to remove CO2, would contribute an additional 0.8 per cent. All ten new EU Member States are on track to achieve their individual Kyoto targets, despite rising emissions. This is largely due to economic restructuring in the 1990s.
