Japan was chosen for the comparison because the growth of productivity there has been extraordinary despite a less than favorable economic environment and because the U.S. and Japanese productivity growth experiences over the past fifteen years or so lie at opposite ends of the spectrum of Western industrialized countries' productivity performance.

Book excerpt: Emerging from the ruins of the Second World War, the Japanese economy has grown at double-digit rate throughout much of the 1950s and 1960s, and, when the oil crisis of the 1970s slowed growth throughout the industrialized world, Japanese growth throughout the industrialized world, Japanese growth rates remained relatively strong. There have been many attempts by scholars from a wide range of disciplines to explain this remarkable history, but for economists interested in the quantitative analysis of economic growth and the principal question addressed is how Japan was able to grow so rapidly. The contributors focus their efforts on the accurate measurement and comparison of Japanese and U.S. economic growth. Assuming that any sustained increase in real GNP must be due either to an increase in the quantity of capital and labor used in production or to the more efficient use of these inputs, the authors analyze the individual contributions of various factors and their importance in the process of output growth. These essays extend the methodology of growth analysis and offer many insights into the factors leading to the superior performance of the Japanese economy. They demonstrate that growth is a complex process and no single factor can explain the Japanese 'miracle.'

Book excerpt: This paper analyzes multifactor productivity growth (based on capital, labor, energy, and materials) and labor productivity growth in the Japanese and U.S. manufacturing sectors. We find that the tests of separability required for a value-added approach fail for both the U.S. and Japan, making gross output the correct approach.Additionally, confirming Jorgenson and Nishimizu, we find that the remarkable differences in productive efficiency between Japan and the U.S. -- at the two-digit industry level -- are largely due to differences in the levels of capital investment and not to differences in multifactor productivity.

Book excerpt: Measures of productivity growth typically include in the Productivity "residual" the impacts of subequilibrium from fixity of factors, costs of adjustment, returns to scale and markups. This paper proposes a general two part framework for adjusting the residual measure to take these impacts into account. Errors computing the weights on output and quasi-fixed input growth in traditional measures are first corrected for both primal- and Cost-side measures. Then the deviation of revenues from costs is used to decompose the full primal measure to identify the differential influences of technical change, utilization fluctuations, scale economies and price margins. Use of the framework is illustrated empirically for the U.S., Japanese and Canadian manufacturing sectors, using an econometric model that allows explicit incorporation and measurement of these influences. The adjusted measures show that a significant amount of cyclical and secular change in measured productivity growth can be attributed to production characteristics other than technical change, particularly scale economies
